JOB DETAILS:

Our Client excels in providing customized and tailor-made innovative medical solutions such as on-site and remote-site medical support, pre-deployment and routine medical check-ups, routine vaccination and occupational health assessment.

Our Client, is a highly specialized, dedicated and exclusive Emergency Medical Service (EMS) provider with a large fleet of well-equipped and professionally staffed ambulance vehicles. They are the leading emergency medical service provider in East Africa.

General Responsibility
Manage procurement activities of all the organization business branches within Uganda.
Responsible for the supply chain management that includes; participating in generating new orders, sourcing for suitable suppliers, placing new orders, arranging transportation, delivery confirmation, and monitoring proper utilization.

Specific Roles and Responsibilities
• To ensure that all required prices for bids are submitted to the bids team in a timely manner as requested.
• To oversee that all in-house procurements are done in a timely manner with optimum value captured in the procurements done by Procurement Officer.
• To maintain a rich database of suppliers with sustainable business relationship with the company.
• Have capability to scrutinize medical procurement requests for their quantities, descriptions, quality requirements, and time sensitivity.
• To follow set procurement procedures as per company policy.
• To provide users, of updates into the stages of their procurement requests.
• To receive, verify and scrutinize records received from Procurement Officer or Procurement & Logistics Officer as required before a procurement is sanctioned.
• To be apprised of historical prices at which items are procured, track the trend of the pricing landscape on the market. Negotiate favorable prices against payment terms with suppliers.
• To inform Stores of issued orders so they can plan for the items to be received from suppliers.
• Give timely updates to Procurement & Logistics Officer as response to her requests
• To track the trends of items quoted for, price, documentation, specifications to improve quality and competitiveness of bids submitted.
• Oversee timely purchase of items and oversee timely delivery of these items to external clients by Stores Dept.
• Inform Procurement Manager of any issues in the department worth attention.
• To fully carry out Procurement Officer’s duties in case of absence.
• Other duties as may be assigned by superiors.

Quality
Percentage of rejections for both internal and external supplies. Goal: zero rejections.

Delivery
• Monthly procurement of supplies. Goal: Procure items by the 10th of every month.
• On-time delivery of supplies. Goal: Process new order with in one (1) week.
• Purchase order accuracy. Goal: Determine accurate monthly consumption, buffer stock and no over or under stocking.
• Cost saving
• Getting the lowest price for the highest quality. Goal: Comparing prices from at least three (3) suppliers before purchase.
• Minimum education requirement and technical skills
• Diploma/degree in Pharmacy/Nursing (with experience in medical procurement)
• Bachelor’s degree in Procurement and Logistics (with experience in medical procurement
• CIPS is an added advantage
• Solid knowledge and understanding of procurement processes, policy, and systems.
• Three (3) years previous experience as procurement officer or related position
• Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)
• Ability to analyze problems and strategize for better solutions.
• Ability to negotiate, establish, and administer contracts.
• Excellent verbal and written communication skills.
• Ability to multitask, prioritize, and manage time efficiently.
• Accurate and precise attention to detail.
• Ability to work well with management and staff at all levels.
• Goal-oriented and organized team player
