JOB DETAILS:
Function:
• Prepare work plans for Monitoring, Evaluation and learning activities, prepare a master M&E framework for all USTP indicators – project specific and other USTP strategic indicators. Conduct frequent and routine data verification and quality assessment exercises. Track projects monitoring indicators for all (or specified) project health component activities and periodically provide data to the Management Team.
• Participate in writing regular, timely progress reports of project activities and results for the USTP donors and stakeholders requests for data and reporting in a timely manner. Provide leadership for knowledge management and documentation for project with emphasis on dissemination and lessons learned and present results of program achievements and outputs in written reports and at conferences and meetings.
• Provide technical and managerial leadership in the development and design of all project evaluation and research efforts, Develop and manage a robust and dynamic Learning and Operational Research agenda. On regular basis, advise the Executive Director (ED) on trends for various performance indicators, as well schedules for projects deliverables as per prescribed timelines.
• Support the programme and communication team to document succinctly programme key success stories and best practices for adaption and scaling up.
Specific Tasks:
• Work with other staff in the organisation, the partners to develop or review strategic plans and M&E plans, policy and communication guidelines.
• Develop/Update the M&E plan inclusive of the Performance Monitoring Plan (PMP) tracking performance of the organisation
• Overall management of M&E activities for partner including setting realistic and accurate indicators and targets
• Support and guide in planning and implementation of data quality assessments (DQAs) on NTLP related data
• Support organization of quarterly performance reviews
• Provide M&E technical support for the organisation
• Evaluate and assess partnership outcomes and impact countrywide
• Guide the process for documentation of best practices, papers and briefs
• Produce substantive, analytical, accurate information for reporting the partnership objectives
• Conduct, facilitate and support, operational and conventional institutional researchv
Job requirements:
• Degree in Statistics, Public Health, Population Studies, Quantitative Economics or a related field
• At least 5-years’ experience in related work
• Post graduate qualification in Monitoring and Evaluation; statistics, Epidemiology, Public health is an added advantage
Additional requirements include:
• Experience in use of spreadsheet computer applications, Open Data Kit and statistical software packages.
• Experience of DHIS2, MTRAC will be an added advantage.
• Excellent communication skills and strong inter-personal skills.
• Work experience with local and international partners in Uganda, including private and or public sector organizations.

Level of Education: Bachelor Degree
