JOB DETAILS:
The partnership assessment will be comprised of two parts:
Part 1: CGH/MUST/MRRH Partnership Evaluation
• The collaboration between CGH and MUST/MRRH grew in depth and breadth as resources and priorities allowed. While initial program documents included the main areas of collaboration, the program grew to include additional activities and interventions not initially outlined. Baseline objectives and metrics were not defined at the onset of the partnership. Since its onset, key goals/priorities have included developing capacity and infrastructure for research and innovation, supporting educational activities at MUST and MRRH, and strengthening community health work. Where partnership objectives are not explicit, the consultant will compare activities with priorities set at the university level (MUST, MGH/CGH), Ugandan national level, and international level (Millennium Development Goals, Sustainable Development Goals). At its highest level, the partnership is based on shared values; within this context, the consultant will also evaluate the equity of the collaboration and how it has changed over time.
Part 2: Partnership MEL Framework
• Through collaborative meetings with MUST and MRRH partners and CGH, the consultant will develop a framework for monitoring and evaluating the collaboration moving forward. The framework will include key indicators that came to light during Part 1 of the evaluation. This framework should be complete with methods of data collection, frequency and sourcing.
• The MEL framework will provide a feasible plan for periodic evaluations of the partnership to ensure we are meeting our shared values and objectives. As noted, this will require working collaboratively with CGH, MUST, and MRRH teams to develop the specific tools and data collection systems needed to facilitate data collection.
The consultant will be based in Uganda and his/her team should have the following characteristics:
• In-depth knowledge of the research, medical, and nursing education landscape in Uganda
• Extensive experience in research and/or monitoring, evaluation, and learning
• Strong knowledge of data collection methods and analysis techniques
• Demonstrated experience conducting similar partnership assessments and designing MEL frameworks
• Familiarity and experience with the theory and practice of equity initiatives
• Sufficient highly trained staff, office support, and logistical infrastructure to carry out this project and ensure timely deliverables
• Excellent analytical, writing and synthesis skills
