Role Overview
The Monitoring and Evaluation (M&E) Coordinator will provide monitoring, evaluation, and learning (MEL) support to Uganda Village Project (UVP) staff. The M&E Coordinator will ensure that program outputs and outcomes are captured in a streamlined manner to support funding applications, external communications, and regional and international partnership development. As time permits, they will support UVP staff in general program management as a means of learning each program, collaborating with village participants, and contributing towards public health empowerment in Iganga. The M&E Coordinator will report to the Managing Director, but will have regular meetings with the Executive Director and MEL Chair.

Responsibilities
Monitoring Implementation
• Collaborate with program coordinators to ensure program outputs are captured during each community event. Collect data and lead data entry into data trackers
• Maintain data and database management system. Conduct data quality assurance with MEL Chair
• Support staff on all baseline, midline, and endline survey activities by ensuring surveys are 100% complete, without missing or incomplete data
• Support translation of data collection instruments from English to Lusoga/Luganda
Impact Evaluation
• Review, audit, and analyze community-level survey data, programmatic outputs, and impact with Executive Director, MEL Committee, and external partners
• Support the development of Healthy Village graduation benchmarks based on empirical evidence for education, knowledge, and behavior change across our respective programs
• Support in the development of data visualizations for program management and communications materials, such as graphs, charts, and maps
• Support Managing Director with quarterly impact reporting
• Support Executive Director with MEL insights for monthly newsletter, social media, communications, etc.
MEL System Design
• Ensure program outputs align with Logic Models and Theory of Change
• Ensure proper data storage and security
• Ensure use of reporting templates and support in design or improvement of data collection and reporting tools on an as needed basis
• Pilot improved evaluation instruments as they are needed and created
• Develop SOPs and training materials for all data collection instruments (or MEL training manual)
• Prepare “MEL 101” training for yearly internship program
• Train staff, enumerators, and interns on all data collection instruments
• Apply for institutional review board (IRB) status for new data collection instruments
• Explore and help select digital data collection tools
Partnership and Development
• Complete NGO competitor landscape to understand overlap, partnership opportunities, and ways to further distinguish UVP in the region
• Complete a district health analysis documenting current health challenges facing Iganga communities
• Support publishing relevant and meaningful findings in appropriate journals, as time and data permits
• Participate in proposal development process, providing insight and feedback on MEL activities

Skills and Experience
Items indicated with an asterisk (*) are required
• At least two years of experience in monitoring and evaluation, such as developing M&E plans, defining goals or performance indicators, and using quantitative or qualitative methodologies*
• Experience in quantitative data collection, analysis, and management methods, including data cleaning, creation of pivot tables, and data visualizations*
• Working proficiency in Luganda or Lusoga*
• Strong verbal and written communication skills, as evidenced by experience giving trainings or presentations, writing journal articles, reports, or other materials*
• Proficiency in Microsoft Office (particularly Excel) and Google Suite*
• Proficiency using statistical software, such as R, SPSS, STATA, etc.
• Experience with data management systems, such as Microsoft Access
• Experience in grant writing, proposal development, and/or donor reporting
• Experience in public health research methodologies like literature reviews or studies
• Prior experience working across time zones, cultures, and with international colleagues
• Resilience and patience in a diverse, multicultural work environment across many time zones
• Enthusiasm, dedication to service, and willingness to make a commitment for sustained involvement
• Strong time management and personal organizational skills
• Willingness and comfort working in last mile, rural communities

About the Organization
Uganda Village Project’s (UVP) mission is to facilitate community health and well-being in rural Uganda through improved access, education, and prevention. We envision a future in which all Ugandan communities will have the means to effectively create and implement their own health and development solutions.
Through a formal partnership with the Iganga District Government, UVP employs the “Healthy Villages Program,” an umbrella term for a series of programs that deal directly with the health and well-being of the villages and communities in Iganga that UVP serves. We also work with community-based organizations and local government to utilize local knowledge, maximize community ownership, and connect villages to programs and services already available in their areas.
UVP program areas include HIV/AIDS and STIs, malaria, WASH, family planning and reproductive health, and obstetric fistula. Our key activities include community outreach and sensitization events; HIV testing and counseling; malaria testing, treatment, and counseling; contraceptive access; cervical cancer screening; WASH education; sanitation facilities construction; and borehole (well) construction. We also facilitate obstetric fistula repair surgeries, supporting well-established fistula camps where surgeries and patient recovery occurs and managing the camps directly.
