The Agricultural Business Initiative Group is a social enterprise with the overall vision to contribute to ‘a competitive and sustainable agriculture and agribusiness sector in Uganda in support of equitable wealth creation in Uganda’. The aBi Group consists of two companies; aBi Development Ltd and aBi Finance Ltd.
The main focus of aBi Development is to increase agricultural production and value addition by extending matching grants and business development services (BDS) to agribusinesses, farmer organizations and intermediaries. The grants and BDS enhance planning and management, production and business infrastructure, and upstream and downstream market linkages of producers and agribusinesses. aBi Finance expands access to business finance for agricultural producers and agribusinesses by offering to Financial Institutions (FIs), financial incentives and infrastructure that make lending to the agricultural sector more attractive and less risky. Under the Financial Services Development (FSD) programme aBi Finance provides matching grants to FIs to build institutional capacity for enhancing the provision of financial services and increasing outreach in rural areas.

Responsibilities
Project Planning & Design
• Contribute towards the development of funding windows, impactful project pipelines, and risk management design
• Contribute to the design, review and appraisal of funding windows and projects by collecting, analysing, and applying evidence and lessons learned
• Contribute to the design of results monitoring and measurement components of projects by incorporating results chains and performance indicators in each project according to DCED standards
• Contribute to the development of the aBi business plan and annual work plans and budgets; specifically, ensuring that program teams integrate a well-defined theory of change, results chain, and measurement plan in their plans
• Provide ongoing advice and technical assistance to the aBi Project managers concerning the effective and efficient measurement of results
• Use the ESG (Environmental, Social and Governance) guidelines to define the level of ESG risk per project & propose mitigating strategies
Monitoring & Performance Management
• Manage and coordinate the entire program of reviews and visits for a delegated portfolio of aBi projects; provide technical advice to enable aBi to adaptively manage the performance of projects and maximise social return on investment
• All monitoring activities, project baselines and evaluations that are performance-focussed
• Mange the partner monitoring process by ensuring regular monitoring spot-checks and reviews; compile and analyse the collected data to assess performance and identify lessons learned
• Document and share results with Project leads and other project stakeholders; support the team in ‘adaptive management’ (taking corrective action as required to achieve desired results)
• Collaborate and coordinate with the Research & Development team to ensure that regular project team learning reviews and evaluations are carried out; ensure that learning is fed back into the design of future strategies
• Support the implementation of baselines, evaluations, reviews, Value for Money (VFM) assessments, impact studies and communication and advocacy campaigns
• Support the implementation of Environmental and Social (ESG) safeguards according to aBi ESG standards; ensure that aBi beneficiary feedback is collected, analysed and corrective action taken where necessary
• Supervise the activities of consultants that are engaged in MRM activities; provide support and guidance and escalate any problems to the MRM Manager
Data Management and Reporting
• Analyse collected data to generate relevant and digestible information to facilitate evidence-based decision making and content for publications
• Work together with the technical team to support the program teams in implementing the Grant Management System (GMS), and ensuring compliance with aBi and DCED standards
• Perform Data Quality Assessments (DQA) to assure accuracy, validity, integrity, completeness of data to generate quality findings and recommendations
• Ensure full understanding of the various audiences for the data collected by aBi’s MRM system and how they will use the information generated; design analytical frameworks that will provide them with relevant and useful insights
• Produce and document highly visualized and appealing end-of-year analysis and impact reports; collate success stories for internal and external audiences
Capacity Building
• Provide Implementing Partners with technical advice and capacity building to carry out MRM activities in line with aBi standards; support them in learning from the results so as to enhance performance and drive success of the project
• Participate in partner capacity and due diligence assessments; utilise the results to develop a capacity-building plan to address IP’s MRM-related needs
• Deliver both ad hoc and scheduled capacity building (training, technical assistance, and coaching) to partners; ensure that IP MRM systems and practices conform to DCED standards
• Highlight areas of risk and non-compliance of IP’s and advise on changes to the risk profile
• Establish a resource bank for up-to-date tools, training materials, other capacity building products; avail partners of resources are required
• Work collaboratively with aBi’s senior leadership to develop an organisation culture of academic enquiry and analysis of lessons-learned; provide coaching if blaming/shaming behaviour is evidenced
MRM Logistics & Coordination
• Participate in organising and coordinating MRM team activities, ensuring that Project Staff, Implementing Partners and other stakeholders are provided with a quality service
• Manage schedules, meetings, and other logistics associated with monitoring visits, audits, external reviews etc.
• Participate in the team’s work planning and budgeting processes
• Provide logistical support for meetings, workshops, visits etc; this may include liaising with shared services to organise travel arrangements and expenses
• Contribute to the management and maintenance of the paper-based record system for MRM work
Qualifications
• Minimum of bachelor’s degree in agribusiness management, agricultural finance, quantitative economics, statistics, development studies or a related field
• Diploma in Monitoring and Evaluation, Program Planning and Management, or other fields related to M&E
Details of Experience
• 5 years’ post-graduation M&E experience in designing and implementing grant projects in agribusiness in Uganda
• Experience in monitoring and evaluation of grant projects in agricultural finance programs is an added advantage
• 5 years’ experience in designing and conducting project baselines, evaluations and research studies
• Demonstrable experience in using grant management information systems (MIS)
• 5 years demonstrable experience in providing capacity building support to partners in delivery of M&E functions
• Demonstrated experience in application of SPSS, STATA, or other statistical software
• Demonstrated experience in report writing (supervised or authored at least 3 evaluation reports in the last 5 years)
