mothers2mothers (m2m) is an Africa-based NGO that unlocks the potential of women to eliminate paediatric AIDS and create healthy families across eight sub-Saharan countries. m2m trains, employs, and helps empower HIV-positive women to work as community healthcare workers in understaffed health centres and underserved communities. Through a peer-to-peer approach, these ‘Mentor Mothers’ deliver a range of health services, advice, and support to women and their families. Started in Cape Town, South Africa in 2001 with an initial focus on preventing mother-to-child transmission of HIV, m2m has innovated and built on its strengths and now provides family-centred support for a range of related health and social issues spanning pregnancy, birth, childhood, and adolescence. It also partners with governments and other NGOs on the adoption of its programme to spread the Mentor Mother Model and its benefits. m2m has a track record of scaling its services and proven impact. In 2017, m2m and its partners enrolled 2.3 million new clients. m2m has virtually eliminated mother-to-child transmission of HIV among the enrolled clients it serves directly for the last four years, with an average transmission rate of just 1.6%, while 97% of children in its ECD programmes meet all of their development milestones at 12 months. Job Title: MONITORING AND EVALUATION OFFICER
Reports to: SENIOR M&E COORDINATOR
Job Location: Jinja
Purpose of the position:
m2m Uganda Programme is currently implementing various projects relating to Reproductive Maternal Neonatal Child Health – RMNCH, Disabilities in Children, and Adolescent Sexual Reproductive Health – ASRH.
The purpose of the M&E Officer position is to plan, develop and implement the projects performance Monitoring & Evaluation system through capacity building, data processing & management, data quality assurance and improvement; contribute to M&E system strengthening, reporting, dissemination, and periodic project evaluations, in line with the m2m policies, monitoring and evaluation standards and international best practices
This role reports to the Senior M&E Coordinator and will be based at the Jinja office .

Key Performance Areas:
M&E System Development and operations – 10%
• Support the roll out of new data collection reporting tools for the various projects and electronic Apps.
• Ensure that the M&E monthly activity schedule is submitted prior to the next month and activities are implemented and reviewed per schedule.
• Support the Management of the m2m DHIS2 to ensure that all the reports are captured in the system
Capacity building & Mentorship – 15%
• Facilitate mentorships and training of mentor mothers and adolescent peers in M&E tools
• Identify capacity gaps among mentor mothers and adolescent peers then liaise with M&E and programs for subsequent support
• Support data utilization at facility and community levels at least quarterly
• Build capacity among project staff through trainings, mentorships and coaching on M&E Tools
Support Data Management – 20%
• Ensure 100% completeness and timely reporting for m2m reports in all the m2m health facilities
• Ensure availability and taking stock of reporting tools before the reporting period
• Support periodic reporting i.e. update the CARTIER, Adolescent health results framework, Porticus
• Prepare presentations whenever required
Quality Assurance & Routine monitoring – 15%
• Do data quality checks from the MoH and m2m DHIS2 by 13th of every month, share errors with MEC, Biostatisticians, mentor mothers and adolescent peers and ensure correction in the system
• Support mentor mothers and adolescent peers to have the updated version of client management and reporting tools
• Conduct monthly on site data reviews and audits with mentor mothers and adolescent peers both at community and facility levels by 12th of every month
• Conduct RDQAs monthly using m2m tools
Program Evaluation – 10%
• Support Documentation exercises on any project
• Support the routine annual evaluations
• Support annual audits prior to the evaluations
• Support operation research and learning studies for new initiatives
Reporting and Knowledge Management & Sharing – 15%
• Support in providing M&E information related to program activities and performance during performance review meetings for use in evidence based decision making
• Represent m2m whenever requested at all levels
Support mHealth (COMMCARE) and PROJECT BIO systems – 15%
• Support the roll out of new & updated commcare applications and Project BIO tools
• Run and share with programmes monthly BIO reports
• Ensure correct utilization of commcare tablets, have the updated APP for commcare and sharing of commcare reports on a monthly and weekly basis
• Updating the inventory of the tablets, routers, power banks, tablet and solar chargers
• Ensure that Mentor mothers have quarterly data bundles timely for reporting

QUALIFICATIONS AND EXPERIENCE
• Relevant Bachelor’s Degree in Epidemiology, Biostatistics, Public Health, Social Sciences, or related discipline. Postgraduate training in M&E will be an added advantage
• Minimum of 3 years’ experience in program monitoring and evaluation in the health sector, experience with Adolescent Sexual Reproductive Health & HIV/AIDS programmes preferred
• Experience working with mHealth/eService applications such as commcare
• Functional knowledge in the implementation and management of M&E systems, involving capacity building for field staff, working with HMIS focal points as well as monitoring and promotion of data quality


COMPETENCIES REQUIRED
• Computer skills with work experience using MS Office applications, competence in programming and analysis of data using programs such as STATA, Epi-Info and others is an advantage
• Good written and verbal communications skills in English and in local languages are preferred
• Strong facilitation, interpersonal, communication skills and collective problem-solving skills
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, work independently and in a team environment Analytical and creative thinking with ability to work independently
• Proven ability to work as a team member with multidisciplinary teams
