Introduction
he Government of the Netherlands is supporting the PROSPECTS Partnership Programme (hereafter referred to as the “programme”) in response to the Global Compact on refugees underpinned by the New York Declaration for Refugees and Migrants adopted at the the UN General Assembly in September 2016 and its Annex the Comprehensive Refugee Response Framework (CRRF). PROSPECTS builds on the combined strengths, experience and values of specific development and humanitarian organizations to develop a new paradigm in responding to forced displacement crises. The partners include: the Government of the Netherlands, International Labour Organization (ILO), International Finance Corporation (IFC), United Nations Children’s Fund (UNICEF), United National High Commissioner for Refugees (UNHCR) and the World Bank. The programme aims to help transform the way governments and other stakeholders, including the private sector, respond to forced displacement crises – and in particular: (1)to enhance the enabling environment for the socio-economic inclusion of forcibly displaced persons (to mitigate their plight during years of exile and to best prepare them for their return); (2) to enhance access to education and child protection for vulnerable children on the move; and (3) to strengthen the resilience of host communities through inclusive socio-economic development that also benefits forcibly displaced persons.
PROSPECTS Programme in Uganda:
ILO, UNICEF and UNHCR have developed a sub-component within the PROSPECTS Partnership aimed at enhancing inclusion and protection of refugees and host communities in the digital platform economy, improving rights at work and mitigating associated digital risks. This project aims to advocate for policy change, build capacity of government, humanitarian, and private sector stakeholders, and develop innovative solutions that enhance practice through real-world learning. It will provide vital learning and practical insights as to how decent work can be achieved and outline pro-active steps that can be taken to ensure refugees and their peers in host communities can access digital labour platforms safely. One of the barriers to benefitting from digital platform opportunities is lack of requisite digital skills.
The project will support the increase of ICT human resources providing targeted youth with a new set of skills (in collaboration with existing ICT organizations and hubs). The long-term goal and objective will be achieved if the following preconditions or outcomes are met: 1) Market relevant digital skills and knowledge needs are identified and developed for refugee and host community adolescents and youth, especially women; 2) Accessibility to digital learning and connectivity is increased; and 3) Advocacy and policy innovation is supported: (4) Policy solutions to mitigate risks and improve working conditions for workers pursuing digital livelihood, specifically through digital labour platforms; (5) Enhancing capacity through tool development and technical guidance; and, (6) New models for safe, secure refugee inclusive digital platform work or digital-enabled livelihoods are tested, documented, and put on a pathway to scale.
The six thematic components of concentration will be used to achieve the projects objectives and outcomes; Refugees and host community adolescents and youth are equipped with market relevant digital skills and linked to economic opportunities; Access to digital learning and connectivity increased; Advocacy and policy innovation as well as improvement in labour standards in the digital economy supported; Labour rights, social protection, and standards on digital work platforms and the gig economy; Digital risks faced by forcibly displaced people and their hosting communities when entering the digital economy and pursuing digitally enabled livelihoods and; Social dialogue and participation
The ILO is seeking to hire a National Project Coordinator (NPC) with strengthens in the Gig Economy, Microwork and Digital Skills. He/She will be responsible for the delivery of all Digital Skills, Microwork and Gig Economy elements within the PROSPECTS Programme while seeking and ensuring complementarity with other ILO PROSPECTS components, including that of partners like UNICEF and UNHCR activities in Uganda. In particular, the project will be implemented in three refugee settlements: Rhino Camp and Imvepi in the West Nile region, and Nakivale in the Southwest region of Uganda. The project will benefit both refugee and host communities in the three districts of Terego, Madi Okollo and Isingiro.
