JOB DESCRIPTION
The PEAL Officer – Planning and Design plays a critical role in propelling the organization's fundraising efforts and ensuring that documented program plans and designs are effective and aligned with organization’s strategic objectives. The incumbent is responsible for spearheading the planning and design of compelling and marketable fundraising documents, including proposals, concepts, and appeals, grant applications, and project documents. Additionally, they ensure that program plans and designs are effective, scalable, and aligned with the organization's overall strategic plan. The role requires significant experience in monitoring and evaluation methodologies, stakeholder analysis and engagement, cross-departmental collaboration, program performance tracking, and improvements. The PEAL Officer is an individual with a combination of strategic thinking, technical expertise, and strong collaboration skills to drive success in program planning and design, resource mobilization, and overall growth. They are a strategic leader, passionate about nurturing and protecting children to learn, grow, and thrive, value relationships, and are result-oriented. Experience with the use and setup of technology applications like Salesforce, Monday.com, the Google Suite, and other statistical/M&E applications like ODK, SurveyCTO, PowerBI, Google Data Studio, and related tools is an added advantage.
ROLES AND RESPONSIBILITIES
Planning and Design:
• Spearhead the planning and design of project and compelling fundraising documents, including proposals, concepts and appeals, grant applications, and project designs.
• Ensure fundraising documents align with donor demands, selection criteria, and the organization's strategic objectives.
• Collaborate with internal stakeholders to develop effective, scalable program plans aligned with the organization's overall strategic plan.
• Provide leadership to the organization as a technical expert, ensuring high-quality and scalable program designs suitable for achieving the organization’s strategic goals and objectives.
• Spearhead the utilization of available program data to design evidence-based programs and fundraising documents.
• Take lead in formulating and updating program budgets and allocation of resources to maximize impact.
• Actively participate in resource mobilization efforts, including grant writing, donor cultivation, and fundraising campaigns.
• Values relationships with fellow staff, program participants, donors and stakeholders, fostering positive partnerships and collaborations to further the organization's mission.
• Track donor trends, databases, schedules and behaviors, helping the organization to remain well abreast with the fundraising space locally and globally.
Evaluation, Leaning and Accountability:
• Stay updated on monitoring and evaluation best practices and incorporate new methodologies and tools for resource mobilization, fundraising, and reporting.
• Support efforts by the PEAL department to refine program strategies based on data insights and feedback from the field to achieve better outcomes, and incorporate into fundraising proposals and documents.
• Foster and design innovative practices to enhance the effectiveness and efficiency of monitoring and evaluation procedures and project management.
• As a PEAL officer, promote a culture of quality programming by emphasizing all aspects of PEAL (Planning, Evaluation, Accountability and Learning) within the organization.
• Work with the PEAL leadership to ensure performance management within the organization, which includes setting performance expectations, providing feedback, conducting evaluations, and identifying training needs.
• Work with the program team and PEAL to monitor and analyze program performance metrics to enhance overall effectiveness.
• Support the PEAL leadership in the efforts to maintain a results-oriented approach by setting clear objectives and targets for measurement.
Growth and Development:
• Take lead in ensuring that program plans and designs are effective, scalable, and aligned with the organization's overall strategic plan.
• Collaborate with internal stakeholders to develop program plans and designs that are scalable and aligned with the organization's overall strategic plan.
• Facilitate cross-departmental collaboration to ensure cohesive planning and implementation of fundraising and program activities.
• Collaborate with the PEAL leadership in the development of strategic plans for the department. Aligning the PEAL strategy with the overall mission and vision of the organization.
• Take the lead in developing and applying expansion frameworks for new target areas of expansion outlining strategic approaches, key milestones, and necessary resources for successfully scaling programs in new districts.
• Build strong relationships with major stakeholders and donors to advance the organizational priorities on expansion plans like replication.
Others
• Work with the PEAL Officer in charge of learning and accountability to promote a culture of learning, sharing, and continuous improvement to enhance organizational efficiency and effectiveness as the program scales.
• Regularly provide training and support to staff members on project planning and management, grants mobilization and the use of technology applications and tools for program planning, monitoring, and evaluation.
• Other responsibilities and duties as required by the PEAL Coordinator.
REQUIREMENTS
• Proven expertise in planning and designing resource and fundraising documents, including proficiency in Microsoft and Google data management tools.
• Experience in result-based monitoring and evaluation, with technical skills in data quality assurance
• Strong understanding of monitoring and evaluation methodologies, project cycle management, and interpretation of Theories of Change.
• Knowledgeable in mainstreaming gender and diversity, child protection and ethics
• Effective in organizational, communication, teamwork, and leadership roles.
• Flexible and adaptable, with a commitment to the organization's mission and values.
• Skilled in program performance tracking, budgeting and performance management
• Excellent written and verbal communication, and project management abilities
• Ability to work under pressure and meet deadlines.
QUALIFICATIONS
• A minimum of 5+ years of proven Monitoring & Evaluation experience in the development sector
• 2 years in any leadership position with knowledge of program design for fundraising purposes.
• A university degree in Statistics, Monitoring and Evaluation, Development Economics, Quantitative Economics and Population Studies or related.
• Post Graduate Diploma and or Master’s in Monitoring and Evaluation or Management Sciences or Economics or related is preferred.
