JOB DETAILS:
Job Title: Project Officer-Advocacy
Reports to: Project Manager
Department: Programs
Duty station: A4HU Mityana Field Office

Job Purpose:
The Project Officer-Advocacy provides technical support and guidance to implement youth advocacy initiatives, including the Project's local governance and social accountability mechanisms. The Officer will guide A4HU’s strategic direction in strengthening its focus on youth empowerment. The Officer also supports documentation and analysis of evidence generated through social accountability approaches to inform A4HU's policy positions.
Main Responsibilities:
• To provide oversight and technical guidance to youth structures as they design and implement advocacy activities within their localities.
• Coordinate capacity enhancement for staff, partners and youth leaders in advocacy and social accountability within their localities.
• Nurture and strengthen strategic partnerships, networks and coalitions with civil society organisations, government bodies and private sectors within their program area to lobby and influence service delivery for the wellbeing of youth and communities.
• Support improved documentation and reporting through the database; monitor and analyse evidence generated through community and local governance engagements to inform policy positions at the district and national level.
• Support all advocacy campaigns within the program area and ensure linkages with social accountability.
• Develop youth and disability inclusion advocacy actions to scale up interventions and policies to ensure programs are youth and disability-friendly.
• Support youth structures in the development and implementation of an advocacy strategy.
• Participate in policy platforms and forums relating to youth and ensure participation and representation of A4HU and youth in specific local, district and national advocacy initiatives in conjunction with relevant partners.
• Draft advocacy articles, press releases, branding and profiling articles for the advocacy campaigns.
• Documentation of best practices and lessons learnt in the implementation of advocacy-related work.
• Design and procure advocacy-oriented communication products, campaigns and IEC materials for the department.
• Administration and Financial Management
• Participate in elaborating (costed) action plans, performance reviews and performance reports for advocacy activities.
• Ensure proper handling and management of A4HU assets in accordance with prescribed guidelines and procedures.
• Prepare periodical budget forecasts and track the budget.
• Timely submission of accountabilities.

• Other Duties
• Plan and complete work assignments with a high degree of initiative, good judgment, analytical skills, and integrity.
• Apply and promote results-based management (RBM) principles and a client-oriented approach consistent with A4HU rules and regulations.
• Perform other duties as assigned.

• Requirements
• Graduate degree in Social Work, Development studies, or relevant field preferred. A Post Graduate
• Degree in Project planning will be an added advantage.
• Four years of experience in performance monitoring and evaluation for development programs, including developing performance indicators, data collection tools and analysis.
• Skills and experience with numerical methods and database management.
• Strong analytical skills.
• Excellent Oral and written communication skills.
• Excellent interpersonal skills and the ability to work with a team.
• Strong knowledge of information systems is desirable.
• Networking and maintaining partnership skills.
• Youth empowerment and advocacy skills.
