mothers2mothers (m2m) is an Africa-based NGO that unlocks the potential of women to eliminate paediatric AIDS and create healthy families across ten sub-Saharan African countries. m2mtrains, employs, and helps empower women living with HIV to work as community healthcare workers in understaffed health centres and underserved communities. Through a peer-to-peer approach, these ‘Mentor Mothers’ deliver a range of health services, advice, and support to women and their families. Started in Cape Town, South Africa in 2001 with an initial focus on preventing mother-to-child transmission of HIV, m2m has innovated and built on its strengths and now provides family-centred support for a range of related health and social issues spanning pregnancy, birth, childhood, and adolescence. It also partners with governments and other NGOs on the adoption of its programme to spread the Mentor Mother Model and its benefits. m2m has a track record of scaling its services and proven impact. We are seeking for qualified persons willing to share in our vision to join us in the following position:
Position: Project Officer –Disability
Reports to: Project Manager
Location: Jinja
JOB PURPOSE:
The Project Officer –Disability provides project implementation support and coordination to the disability interventions at facility, sub-county and community levels in the project-supported districts. The role will coordinate activities related to early identification and linkage to services of children 0-9 years with disabilities, and focus on improving livelihoods of identified households of children with disabilities.
KEY PERFORMANCE AREAS:
Project Coordination, Monitoring and activity implementation (40%)
• Participate in disability assessments for early identification and referral of childrenwith disability for care and support services.
• Work with VHTs/PSWs and Mentor Mothers to ensure that children with disabilities are well mapped, information shared with Community Mentor Mothers and documented.
• Ensure that identified children with disabilities and their parents/care giver are well prepared for referral to treatment centres of excellency (COEs)
• Work closely with and prepare parents, caregivers and household members of children withdisabilities to ensure children with disabilities reach referral centers.
• Coordinate with identified Centres of excellence to ensure children with disabilities referred receive services they need
• Work closely with therapists to ensure children are served and care givers given guidance on best care of children with disabilities at home,
• Follow-up children referred to ensure they receive services, are adhering to therapy as instructed and follow up clinic appointments
• Participate in weekly community/facility meetings to promote sharing of best practices and better planning for effective disability services delivery
• Support formation of community support groups for parents and or caregivers of children with disabilities,
• Support economic empowerment innovations, ensuring that VSLAs are implemented according to protocol,
• Keep an up-to-date photography bank of children with disabilities and their consenting caregivers,
• Conduct regular project supervision across the project implementation health facilities and communities.
Representation, Collaboration and Advocacy(25%)
• Work with sub-county leaders and community level structures to raise awareness on the needs of children with disability.
• Build and maintain relationships with local government staff at facility, sub-county and community levels to enhance project ownership
• Liaise with stakeholders and other partners and represent m2m at different events at district, sub-county and community levels.
• Coordinate joint monitoring visits
• Collaborate and network with other NGOs/CBOs to organize integrated service delivery and disability sensitization outreaches at community and health facility levels,
• Engage community and religious leaders and CBOs/NGOs working in the project implementation areas to enhance community mobilization and advocacy for child disability services uptake and utilization
• Establish /Strengthen functional partnerships with district and facility health teams local communities and partner organizations
Capacity Building (20%)
• Spear head training, and ongoing mentorship of Mentor Mothers and health care workers in disability -programming
• Identify additional training needs of Mentor Mothers in relation to Children with Disability interventions including community based rehabilitation (CBR) Identify and utilise avenues/platforms that enhance sharing of project information so as to increase service uptake and continued utilisation Information Monitoring, Documentation and Reporting (15%)
• Support documentation of m2m program site and community-based best practices, success stories and lessons learned
• Ensure facilities and Community Mentor Mothers have all relevant reporting/M&E and client management tools
• Work closely with M&E officers in routine collection, reporting and analysis of RMNCAH/PMTCT and child disability data
• Develop /provide relevant project information, data and reports to the Project Manager and the Monitoring and evaluation team
• Share performance feedback with district leadership, implementing sites and communities and ensure data utilization to promote program quality at all levels.
QUALIFICATIONS AND EXPERIENCE:
• Minimum of a bachelor’s degree in Health sciences, Physiotherapy, Community Based Rehabilitation, Social Sciences or related discipline.
• Minimum of 3 years’ experience implementing Early Childhood Development (ECD), disability or Orphans and other vulnerable children (OVCs) Projects.
• Should have knowledge of Community Base Rehabilitation (CBR), Disability, ECD,HIV, Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH), guidelines and policies in Uganda.
• Should have experience in community mobilization, engagement and coordination of community level structures in project work
• Experience in implementing community economic empowerment innovations, including Village Saving and Loans Association (VSLA)methodology
• Experience working with children and youth is an asset
• Proven experience in building capacity of both professional and lay health care workers
• Computer literacy (MS Office)is a must
• Should have previous experience in documenting impactful case studies, lessons learnt and program reports.
