The objective of the program in Uganda is to improve livelihoods of the most vulnerable population in rural areas through interventions that increase their Food and Nutrition Security, improve sustainable access to WASH services and support the employability of the youth through vocational and life skills training. About our Projects:
Welthungerhilfe Moroto office is implementing projects in the sector of Food Security and Nutrition, water catchment management, Sanitation and Hygiene and infrastructure.

Job Summary: The MEAL Officer will support the Project Managers and project staff cross-cutting in all data collection, analysis, and learning activities to help ensure accountability and efficiency during the complete project cycle and provide technical support to the MEAL unit within the organization.


Key Duties and Responsibilities:
• Develop and set up a monitoring and evaluation system which meets the requirements of the project management and the donors.
• Work closely with Project teams to assess projects implementation, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Project Manager and support of MEAL Country Coordinator.
• Ensure that the impact of all intervention is measurable, enhancing accountability to beneficiaries and gender equality is met.
• Present the results of the surveys in a short, precise and striking form, including executive summaries, photo and video documentations, conclusions and recommendations;
• Mainstream CHS /CRM (Core Humanitarian Standards and Complain Response Mechanism) in the project to enhance accountability.
• Follow up, advise and adjust monitoring practices based on log frames and monitoring plans in the projects to ensure compliance with donor requirements and MEAL standards.
• Integrate Welthungerhilfe success indicators in the project log frame and ensure that these are measured during project implementation.
• Perform regular updates of project deliverables and indicators performances (Indicators and beneficiates databases).
• Establish and manage a database, assist in data analysis and supervise regular data collection.
• Facilitate learning processes among staff by providing summaries, facilitating discussions and preparing presentations on lessons learnt.
• Conduct regular project site visits and provide detailed information for narrative reporting and documentation.
• Organize project learning events such as review meetings, action research, exchange visits..
• Collaborate with the Program team as assigned by the Project Manager in reviewing and preparing monthly, quarterly and final narrative reports.
• Work with other members of the team, as need be, on follow up of project indicators, implementation of processes, standard operating procedures.
• Contribute to all project planning activities.
• Represent the organization in meetings, workshops and conferences, if demanded so by the project management.

Note: The role of the MEAL officer cannot be limited to the specific duties and tasks detailed herein. The success of the WHH humanitarian mission is the highest priority and all issues which arise must be addressed accordingly. Therefore, she/he will be required to manage all unforeseen issues and circumstances and remain flexible to perform any other duties, as and when required.

Qualifications, Skills and Experience:
• The applicant must hold a post graduate diploma in monitoring and evaluation, project planning and management.
• Minimum of a bachelor's degree in Social Science, Information management, Development studies or relevant field.
• At least three years of M&E work experience in multi sectorial rural development projects preferable with international NGOs.
• Excellent computer skills in Word, Excel, Power point, SPSS, Access, Akvo flow, Mwater.
• Very good knowledge and experience with both practical and theoretical in data analysis and compilation.
• Experience in working independently and result oriented.
• Very good communication skills both oral and written.
• Excellent command of English and knowledge of local language is desirable
• Excellent interpersonal skills.
• Valid riding permit.

Work conditions: The position is based in Moroto, Karamoja Sub region but with travel to Welthungerhilfe Country Office in Kampala and other project locations. The work start date is 15th June 2021

Duration: Six months with possibility of extension depending on the availability of funding.
