Overview:
Tufts Global Inc. a subsidiary of Tufts University in Uganda seeks a Resilience Learning and Communications Officer (RLCO) for the Karamoja Resilience Support Unit (KRSU) project funded by USAID. The project works closely with the Karamoja Development Partners Group (KDPG) to provide reviews, studies and analysis of development and humanitarian programs in Karamoja, and related policy issues. Our focus is translating evidence into practice and fostering collaborative learning to strengthen policy environments and program impacts. KRSU activities investigate emerging trends, best practices and promising strategies
The RLCO is a senior position within the KRSU reporting to the Chief of Party and works closely with the Senior Resilience Advisor and other researchers. The RLCO is expected to play an important role in leading communication activities and ensuring the quality of communication materials for influencing partners and stakeholders. The RLCO will also support the COP in the development of a research agenda, provide technical advice. and collaborate and network with key actors including local and national government, development partners, research and academics in the Karamoja sub Region.

Responsibilities:
1. Develop a KRSU communication strategy and plan, based on the KRSU project objectives and partners, and ensure periodic updates to the strategy and plan as the KRSU is implemented.
2. Ensure the implementation of the communications plan, including the development, creative design, production and dissemination of high-quality communication and learning materials such as learning briefs, case studies, newsletters, blogs, photo journals and videos
3. Participate in donor meetings, government meetings/event, learning events and conferences and provide feedback or report on key take away and learnings of external events, assist KRSU with the documentation of meetings/events.
4.Resilience Advisor on KRSU communications and learning activities, including dissemination of materials, external communications, website statistics and other agreed measures of impact.
5. Develop and manage the KRSU website and regularly update the website with informative content, as approved by the COP and the Principal Investigator.
6. Via the COP, liaise with the USAID Uganda Communications team to develop messaging and plan potential dissemination and media outreach for the KRSU, and relevant to external audiences including the Development Partners and the Ministry for Karamoja Affairs at the Office of Prime Minister (OPM); serve as liaison to key local, and national media (in accordance with USAID communication regulations for writing and editing press materials as necessary
7. Contribute to establishing a team culture grounded in collaboration, openness, and learning
8. Perform other duties as assigned by the COP

Qualifications/Essential
• Postgraduate degree in communications, journalism or related, relevant subject
• 8 years + work experience and at least 5 years of demonstrated experience in communication component of a donor -funded project
• Good writing, editing, analysis, presentation, documentation and information management with high levels of attention to detail.
• Experience in a similar position with an international NGO.
• Experience in website development and creative design.
• Experience in collaborating and working with donors, INGOs and public sectors
• Good computer skills (MS Word and Excel, creative design software)
• Excellent, demonstrable writing skills in English
• Good communication skills (written, spoken)
• Good training ability and skills in presentation.
• Ability to travel up to 50% of time from base to Karamoja sub-region.
