JOB DETAILS:
DevWorks is recruiting for a Senior Technical WASH Manager for the USAID funded Uganda Sanitation for Health Activity (USHA). USHA aims to increase the number of people with access to improved and sustainable WASH services, ultimately leading to improved health and nutrition status in focus areas and population groups in up to 21 districts. The Senior Technical WASH Manager will coordinate and lead in providing technical support to the USHA-based regional team in determining the strategic direction of the program related to expanding adoption of key hygiene behaviors at home, school and health facilities, and strengthening district water and sanitation governance for sustainable services. S/he will work closely with the Deputy Chief of Party and be an integral part of the senior management team in country. .
Responsibilities:
• Provide on-going support, supervision and technical guidance to the USHA-based regional team ensuring adequate project planning, strategy development and implementation against agreed work plans and timeframes.
• Serve as line manager to the Gender & Youth Specialist collaborating to develop gender and youth strategies to support USHA activities and wider initiatives.
• Conduct technical support visits to project sites, ensuring project implementation is based on sound evidence, is well-managed, and is implemented at scale.
• Collaborate closely with the USHA project team to ensure effective and efficient coordination among project outputs, including anticipating areas of technical support to MBSIA and CLTS+ grantees and the promotion of cross project learning and the maximization of synergies.
• Provide technical backstopping to the Grants Manager related to grants for WASH in Schools and MBSIA and CLTS+;
• Develop and maintain excellent relationships with district and national-level government officials from the Ministry of Water and Environment, Ministry of Health, and other sector stakeholders working in WASH in Schools, WASH in health care facilities, CLTS, and hygiene behavior change.
• Support monitoring, evaluation, and learning activities focused on identifying key learnings emanating from regional activities to adaptively manage the technical approach.
• Review and assure the quality of donor reports and major project deliverables in the technical portfolio.
• Serve as the USHA Project Manager for SNV USA engaging in approvals related to project administration, procurement for program activities, and personnel decisions.
• Promote the sustainability of USHA work and ensure that project successes are documented and disseminated

Qualifications:
• Master’s degree or higher in a WASH- related field.
• 10 years of experience in an equivalent technical and managerial position, especially in the Ugandan WASH context.
• Experience in overseeing multi-year programs related to expanding adoption of key hygiene behaviors at home, school and health facilities, and strengthening district water and sanitation governance for sustainable services
• Experience in managing teams and budgets, coordinating concurrent activities, and effectively engaging with local government and NGOs/ community-based organizations
• Strong English communication skills, both oral (fluency preferred) and written, and any related local language
• Demonstrated organizational skills and a strong track record in meeting deliverables and deadlines.
• Ability to work with minimum supervision and under pressure.
