About US:
Shared Action Africa targets refugee populations and host communities under its integrated family planning project implemented in Nakivale Refugee Settlement in Isingiro District in Uganda. The settlement hosts over 140,000 Refuges from Democratic Republic of Congo, Burundi, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, and South Sudan. The project aims at improving access to modern short-term, long-term and permanent family planning methods for and men of reproductive age in Nakivale refugee settlement and host communities in Isingiro district in Uganda. To achieve its objectives, the project will collaborate with, peer agencies, health facilities and community-based organizations that provide complementary services (financial and energy) to improve access family planning and cervical cancer screening services by refugee populations and host communities in Nakivale and Oruchinga Refugee Settlements.

Job Summary:
In consultation with the Project Coordinator, the Project officer will work with partners including peer agencies, health facilities, and community-based organizations to lead implementation of project activities in the field.

Key Duties and Responsibilities:
Overseeing Field Operations with regard to Family Planning in project area:

1. Oversee the day-to-day implementation of project activities in the project area specifically the delivery of services in all supported communities through the community outreach program, partner organizations and health facilities in line with project plans.
2. In consultation with PC, develop field-based work plan based on the approved project work plan detailing activities to be undertaken and support required from the Project Coordinator, team members and collaborators on the project.
3. Be the field point person for all project family planning activities in the project focus area. The holder will support the PC to identify and mobilize stakeholders who will be collaborators in the implementation of activities, oversee activity implementation, implement and sustain knowledge and demand for services
4. Support the PC to organize forums and create awareness and understanding of the project activities amongst supporting partners, health workers, volunteers (VHTs) and communities served through regular meetings in the project area.
5. Lead in needs assessments undertaken by the project in the area, including those for training of health workers and VHTs, stocking of health facilities with family planning commodities and any other assessments to be undertaken in the program in regards with family planning.
6. Liaise with the In-Charge of health facilities, MTI SRH Coordinator, conduct capacity building needs assessments for HW and VHT and compile training needs assessment report.
7. Actively participate in the drawing, implementation and supervision of quarterly and annual project implementation plan.
8. Support the PC in the establishment and maintenance of effective follow-up and support system for partner agencies on family planning components as planned, ensuring good performance of all family planning indicators.
9. Support training of VHTs and health workers across collaborating health facilities and keep track of VHT incentives.

Supporting Planning, Monitoring, Evaluation, Reporting and Learning on Sexual and Reproductive Health.
1. Support the PC and M&E Officer on project work planning and training for field operations teams on data requirements for program management and decision-making.
2. Support the M&E Officer in extracting, compiling, and analyzing data based on set indicators on a weekly basis and share with PC for consolidation and analysis of performance indicators per VHT, health facilities to compile a monthly report. Using the consolidated report from PC, develop action points to be incorporated in monthly supervision work plans to address low performance of indicators on a monthly basis.
3. Identify and document challenges in implementation on a monthly basis that would have negative impact and or undermine the performance of the program and identify solutions and implement actions on timely basis to avert negative performance.
4. Document information and write reports of all project activities undertaken at least 5 days after implementation, type and share with PC. Use information generated by the activities to analyze gaps and plan for appropriate mitigation
5. Share monthly data on indicator performance, discuss with partners and volunteers and ensure they are aware of the indicators performance and that they are able to identify actions to enhance performance
6. Timely respond to all data queries arising from PC, partners, health facilities and community-based indicator performance
7. Document program successes and dissemination of lessons, best/promising practices within and externally;
8. Document success stories and promising practices and share these in project reports.
Familiarize and work within SAA’s regulations and policies and adhere to them during implementation of project activities.
1. Supervision and management of Field Operations Team and partner CBOs as regard Family Planning
2. Oversee the recruitment of new VHTs and provide them continuous mentorship on their responsibilities and incentive structure to ensure they deliver technically correct and quality family planning services.
3. Oversee the provision of family planning services to women and their spouses participating in Savings Groups and other partner Community Based Organizations as well as convene community dialogues.
4. Support VHTs to develop work plans in line with project targets and deliverables and supervise the implementation of the same
5. Ensure the health workers and VHTs are updated on all protocols for guiding them in implementing quality family planning services and any other health services that SAA will be supporting.
6. Developing individual operation plans and supervision plans to enhance focused support to VHTs and health workers.

Ensure proper utilization and maintenance of SAA resources in the field office.
1. Managing and accounting of project advance in accordance with SAA’s Finance & Administration Policy.
2. Ensure safety and proper use of all SAA property in your possession including, computers and other equipment in the field office.
3. Ensure proper utilization and maintenance of office and assets and ensure that defects are detected and repaired in a timely manner.
4. Familiarize and work within SAA’s regulations and policies and adhere to them during implementation of project activities.

Linkage and networking with other collaborators.

1. Represent SAA in relevant community development planning meetings.
2. Establish and maintain a good working relationship with other SAA colleagues, Partner agencies, district official, MoH staff, CBOs, other stakeholders and enhance SAA’s image.
3. Liaise with the district authorities, GoU, CBOs, collaborators and other stakeholders as appropriate.
4. Actively participate in joint project sessions convened by the PC as called from time to time.
5. Enhance teamwork and synergy in SAA’s programming and activities
6. Any other relevant duty duties as assigned by supervisor or management in general

Working Conditions: Shall be based in Sub Office in Nakivale Refugee Settlement in Isingiro with minimal travel to the Head Office in Kampala.

Qualifications, Skills and Experience:

1. BSc in Nursing, Clinical Medicine and Midwifery or with at least three years of field experience in population or Sexual/Reproductive Health. Postgraduate in public health is an added advantage.
2. A broad grasp of socio cultural and economic issues with respect to SRH
3. Demonstrated ability to provide family planning methods and mentorship to others with an emphasis on implants and IUDs is strongly recommended.
4. Experience with working with, civil society, donors and local communities and refugee populations
5. Training/coaching/ facilitation skills
6. The ability to work independently, think innovatively and strategically and work effectively within a team
7. Fluency in written and spoken English and knowledge of local language spoken in the project area as well as other languages spoken by the refugee communities is an added advantage.
8. Excellent verbal and written communication skills
9. Detailed understanding and experience of gender and diversity issues and commitment to addressing inequalities in all the key areas of responsibility
10. Demonstrate high levels of initiative
11. Flexibility in tasks undertaken
12. Ability to work with minimum supervision
13. Working knowledge of MS computer packages
