JOB DETAILS:
World Resources Institute (WRI) seeks to award a fixed-price contract for a consultant based in Kampala, Uganda, who will support the WRI Africa Urban Mobility team with developing a Knowledge Product related to road safety and sustainable mobility in African cities. This will include consultation with the team to design the Knowledge Product, facilitate discussions with different teams to understand WRI’s existing work in the sector, develop a publication plan, presentations to core teams and production of a final draft of the Knowledge Product. During facilitation, the consultant is expected to set the foundations for a neutral, safe space to work together, where team members can trust the process and provide valuable input to the Knowledge Product. The consultant is also expected to provide light touch technical support to WRI’s Urban Mobility Project Specialist based in Kampala, Uganda on road safety and sustainable mobility related activities including advisory support, review of short reports, and participation in key meetings or workshops.

This Knowledge Product is expected to align with WRI’s principles and follow WRI’s Knowledge Prodcut Development Guidelines. The consultant will engage with internal and external participants throughout the process.

SCOPE OF WORK AND OUTPUTS/DELIVERABLES
The scope of work for the consultant will require rigorous understanding of the urban mobility space in Africa as well as WRI’s values.
The key deliverables include:
• Development of Knowledge Product around road safety and sustainable mobility in African cities – the consultant will work closely with WRI Africa’s Urban Mobility and WRI’s Research, Data, and Innovation team to develop a knowledge product including reviewing WRI’s existing work, published knowledge products, and literature review. The consultant will develop a publication plan, a first and final draft of the document following guidelines provided by WRI
• Facilitation and consultation of meetings with WRI’s Global and Africa Urban Mobility Team- the consultant will facilitate a series of key consultation meetings with experts within WRI’s team, to collect feedback on the proposed knowledge prodcut, focus areas and case studies. The consultant will incorporate feedback from these meetings into the knowledge product and if needed organize follow-up meetings to ensure all relevant projects and partners are included in the strategy
• Providing technical support on areas of road safety and sustainable mobility- the consultant will provide technical support to WRI Africa’s team based in Kampala, Uganda to advance our road safety and urban mobility in the city

Deliverables and Timeline
The duration of the service is 11 continuous working weeks between mid-October and End of December 2023 (start and end dates to be confirmed). WRI’s core team will provide support on all the deliverables and the consultant will have access to reports, publications, project summaries.

GUIDELINES FOR PROPOSAL SUBMISSION
Requirements (preferred – the ideal candidate will offer a selection of these competencies)
• Master’s degree or higher in transport planning/engineering, or urban/regional planning or design with a focus on transportation
• Demonstrable previous experience or research and enthusiasm regarding sustainable urban mobility – urban public transport and innovation, road safety, non-motorized transport or sustainable cities
• Experience in producing knowledge products on topics related to transport planning/engineering, or urban/regional planning. Preferably on sustainable mobility and/or road safety in African cities
• Ideal candidate will have an understanding of institutions and government agencies in Kampala, Uganda and the larger African region. Local and/or regional experience is highly desirable
• Fluency in written and spoken English is required, and fluency in Luganda or other local dialects is desirable
• Demonstrated ability to work well in multi-disciplinary and multi-cultural teams, juggle multiple priorities and work under tight deadlines
• Enjoys working in a fast-paced, results oriented non-profit environment
• Detail-oriented, organized and independent thinker
• Clear and effective written and oral communication skills

EVALUATION AND SELECTION 
Evaluation Criteria 
The following elements will be the primary considerations in evaluating all proposals submitted in response to this RFP 
• Completion of all required elements; 
• The extent to which the consultant’s proposal fulfills WRI’s stated requirements as set out in the RFP; 
• Experience with similar projects; 
• Debarment and sanctions – WRI will not consider proposals from consultants that are presently debarred by the U.S. government or named on any restricted parties lists; 
• Sustainability – WRI values sustainability and all other factors being equal, will favor a proposal to more sustainably perform the work.  

The bidder offering the best overall value will be selected.

Selection Process
No proposal development costs shall be charged to WRI / all expenses are to be borne by the bidders. WRI may award the bidder offering best value without discussions. However, WRI reserves the right to seek bidder clarifications and to negotiate with those bidders deemed to be within a competitive range.

WRI may, at its discretion and without explanation to the prospective consultants, choose to discontinue this RFP without obligation to such prospective consultants or make multiple awards under this RFP. Contracts will not be awarded to consultants debarred by the US government or named on restricted parties lists.

Offers will be rejected & contracts cancelled if any illegal or corrupt practices take place in connection with the award.
