Project Background
National Water and Sewerage Corporation (NWSC) with funding from Agence Française de Development (AFD) is implementing the South Western Cluster WATSAN Infrastructure Development Project for the Mbarara and Masaka Areas. This is in line with the Rural Water Supply and Sanitation Objectives and Strategies as outlined in Uganda’s Strategic Investment Plan (SSIP) for the Water and Environment Sector (2018 – 2030). As part of this project, NWSC intends to develop a water distribution network from the new Kagera water supply system to serve the people in Nakivale and Oruchinga refugee settlements and to construct appropriate sanitation infrastructure (public toilets) at public and institutional locations for the people in the settlements and a faecal sludge treatment plant to satisfy the population of the whole Isingiro District. This project will also involve various social safeguards including assessments on the willingness to pay for water and sanitation services, determination of tariffs for water and sanitation services, modulus operandi for water and sanitation services and gender mainstreaming approaches to support project sustainability.
Job summary & Purpose
We are looking for a highly motivated Social Development professional for a multi-year AFD funded WASH project in Isingiro district, Uganda. The Social Development Specialist under this project will be a part of the JV technical team for Project implementation and is responsible to leading and coordinating the specialist inputs on social mobilization and social development on various social safeguards of the project. The incumbent shall work with key stakeholders and project staff to implement key project deliverables such as assessments on O&M of WASH services coupled with tariff determination, and Modulus operandi.
Engagement:
You will work closely with local leaders, OPM, DLG, MWE, NWSC, NGOs, and other stakeholders to build robust networks that facilitate social development concerns linked to the project.
Key Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Be responsible for the development of framework of social development intervention and its deliverables linked to the project.
• Be responsible for planning, management, coordination and monitoring of implementation and delivery of planned results related to social development.
• In consultation with relevant project staff, including community mobilization and awareness experts, and key stakeholders or consultants, support the assessments on the affordability and willingness to pay for water and sanitation services.
• In collaboration with the project focal persons, donor and client, including key stakeholders, re responsible in determining context specific tariffs for water and sanitation services for the refugees and nearby host communities.
• Be responsible for proposing modulus operandi for the management of water and sanitation services within the refugee settlements.
• In collaboration with Public health specialist & community mobilization specialists, facilitate the development of the sanitation and fecal sludge management strategy highlighting better management modalities, sanitation marketing approaches and to realize the sanitation value chain from the source to disposal, in strong community participation.
• Undertake consultations with relevant stakeholders, including potentially project affected persons, to obtain their views and suggestions regarding the social and economic impacts of the ongoing project, and agree on mitigation measures.
• Support work on the mainstream social development agenda, including providing analytic inputs to project activities, with an emphasis on social inclusion and cohesion, gender, gender- based violence (GBV), youth and migration.
• Support project teams and counterparts on technical options for social development initiatives, on the full range of social development topics, including social cohesion, citizen engagement, social inclusion & protection, gender and youth, social dimensions of climate change and other related issues.
• Actively coordinate and support preparation of periodic project progress reports with adequate input on project performance on social safeguards.
• Assist in developing TOR for the social impact assessment studies for specific project activities where required.
• Together with JV member staff, and other stakeholders, support the development and implementation water safety and ESIA Plans.
• Guide Management & project on strategies for strengthening implementation of social safeguards measures.
• Work in collaboration with the Environment specialist and project team to ensure general compliance with Environment and social safeguards.
• Be responsible for ensuring a string M&E system with timely reporting, data management and progress tracking.
• Establish and maintain strong relationships with key stakeholders in the project locations.
• Perform any other duties as assigned from time to time.
Fiscal Responsibility
• Manage budget allocations for community mobilization activities, ensuring resources are used efficiently to maximize impact.
Physical Demands and Working Conditions
• This position involves frequent local travel to community sites and requires flexibility to work outside regular office hours as needed.

Requirements
REQUIRED QUALIFICATIONS
• Master’s Degree in Development Studies, social sciences, Business administration or equivalent. Bachelor’s degree in Social Sciences, public health, Community Development & rehabilitation, or a related field.
Specific experience
• Minimum of 10 years working experience in community-based projects.
• Relevant experience in conducting assessments including ESIA, Water safety plans, etc. and consultancy services in the water Sector, preferably WASH governance and value chains.
• Experience with AFD or other international donor-funded projects.
• Experience in a refugee context and Implementing humanitarian –Development nexus project.
• Good understanding of the local community content and connected power dynamics is desirable.
• Good understanding of gender mainstreaming and protection including other cross cutting social –economic concerns.
Required Skills
• Proven track record in successfully developing and implementing community engagement strategies.
• Strong interpersonal and communication skills, capable of effectively working with diverse community groups.
• Experience in facilitating workshops, meetings, and community gatherings.
• Ability to work independently and collaboratively in a fast-paced and challenging environment.
• Fluent in English and local languages spoken in Nakivale & Oruchinga settlements and Isingiro district.
• Strong leadership and team management skills.
• Strong research skills.
