Background
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system.
This national consultancy post for project officer is primarily created to contribute to the UN-Habitat’s Regional Office for Africa and Urban Basic Services Section’s interventions in Uganda. The Regional Office for Africa is UN-Habitat’s regional structure leading the operational work and technical advisory in the African continent. The Urban Services Section provides policy and technical support to partner countries and local authorities in the areas of water, sanitation, waste management, urban mobility, and energy; emphasizing on equitable access to these urban basic services.
This consultancy mainly aims to support the implementation of UN-Habitat (ROAf) programme in Uganda particularly the “Growing Smarter: Sustainable Mobility in East Africa” project which aims to facilitate capacity building and technical assistance for transport officials and decision-makers to expand their knowledge and skills to implement sustainable mobility solutions. This includes sustainable transport and urban planning projects and policies, including bus rapid transit (BRT), non-motorised transport (NMT), transit-oriented development (TOD), and parking management. The project will engage with city- and national- level governments on how to achieve low carbon transformations in urban mobility in Uganda.
Responsibilities
Under the overall supervision of the Senior Human Settlement Officer, Regional Office for Africa (ROAf), UN-Habitat. The consultant is expected to provide coordination and technical support in the implementation of the UN-Habitat Country Programme in Uganda particular the Growing Smarter: Sustainable Mobility in East Africa project implementation.
The national consultant will be responsible for the following tasks and responsibilities:
• On Programme Implementation
• Coordinate the implementation of various ROAf related programme and interventions in Uganda including on planning,
• coordination, review work programmes of implementing partners and monitoring;
• Prepare progress reports of implementation of the Growing Smarter: Sustainable Mobility in East Africa” including on key
• achievements and lessons learnt;
• Contribute to resource mobilization activities including development of Concept notes and project proposals;
• Liaise with government partners to ensure smooth running of the ongoing projects.
• On Capacity Development and Outreach
• Coordinate various consultations and other meetings, conferences related to implementation of ROAf interventions in Uganda in
• particular “Growing Smarter: Sustainable Mobility in East Africa” project;
• Organize capacity development interventions including training and learning exchange events including on sustainable transport;
• Organize mobility surveys and needs assessment tasks leading to reports and recommendations for proposed urban mobility.intervention;
• Undertake outreach activities and participate in and make presentations on assigned topics/activities.
• On Priority Research and Communications
• Undertake related researches and compile, analyze, summarize and present basic information/data on programme-related topics, events, reports and activities;
• Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.;
• Provide inputs in the implementation of communications strategy including on advocacy, awareness building and in the development and dissemination of publications, information and communication materials;
• Synthesize successful results and prepare and disseminate reports and guidance on best practices and approaches and incentive mechanisms for their wider replication and use.
• Work implies frequent interaction with the following:
• Counterparts, officers and technical staff in UN Habitat headquarters, Regional and Country office;
• Representative and officials in National Government, national organizations, relevant local governments, NGO partners and other key stakeholders;
• Country and regional implementing partners.
Qualifications/special skills

Demonstrates knowledge and skills on urban issues; Shows pride in work and achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professionalism rather than personal concerns; shows persistence when faced with challenges; remain calm in stressful situations.
• Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
• Communications: Speaks and writes clearly and effectively; listen to others, correctly interprets messages from others and responds appropriately; ask questions to clarify and exhibit interest in having two-way communication; tailors’ language, tone, style and format to match the audience; demonstrate openness in sharing information and keeping people informed.
• Skills: Very good writing and computer skills, including Word Processing and Power Point.
• Ability to work under pressure and in an ethnically diverse and political setting.
• Academic Qualifications: At least a first level University Degree in urban management, civil engineering, urban planning, Architecture, Urban Design, Geography, social sciences or related fields with knowledge of urban governance issues in Uganda is required.
• Experience: A minimum of two years’ experience in addressing urban mobility, transport, urban management or urban planning issues in developing countries particularly in Uganda is required.
• Experience on project coordination, event organization on urban related issues is highly desirable. Previous work experience with an international organizations is highly desirable.
• Language: Fluency in one of the working languages of the United Nations, English or French, (both oral and written) is required. Knowledge of another UN official language is an added advantage.
