Project summary:
The Skills development for enhanced employability of youth, women and girls of the refugee and host communities in northern Uganda project code named Yumbe Gamechangers focuses on transiting the youth from skills to employability in Yumbe district, in the Bidi Bidi refugee settlement. The ultimate goal of this project is to enhance the employment opportunities and livelihoods of 400 refugee and host community youth and women in Yumbe through actionable labour- market-relevant, technical and transferable life skills development, and entrepreneurship support.

The Finance Officer –
Projects will be responsible for ensuring effective and smooth functioning of project activities as prescribed in the goals and objectives of the Yumbe Gamechangers project. The candidate is expected to exercise full compliance with Edukans programs, financial, procurement and administrative rules, regulations, policies and strategies, as well as observance of the effective internal control systems. The candidate will assist both the administrative and technical components of the project.

A. Key Duties and Responsibilities
1. Project budgets

• Develops project budgets in coordination with program managers for presentations to donors. Makes sure that cost recovery is guaranteed and the correct tools, data and forms are being used. Supports the cash planning process with the Finance Manager.

2. Financial project data and reporting
• Keeps the implementation of projects in focus and assesses the financial management reports and results. Shares this information with program managers and Finance Manager in time and appropriately when financial management does not go according to plan. Provides timely updates to management to allow for proper communication with donors.

3. Financial quality of partners
• Guides and advises partners in such a way that they effectively and efficiently run the project reports and meet the reporting requirements.

4. Compliance knowledge
• Supports the Finance Manager to develop, maintain, and deliver training on compliance issues to realize sufficient compliance knowledge, has a positive attitude towards compliance and improved compliance behavior.

5. Information audits
• Supports the organization in collecting all necessary information for audits in time. Prepares the audits and ensures a high quality for accountability material.

6. Audit related improvements
• Ensures that recommendations from in- and external audits are implemented and disseminated throughout the organization.

7. Cost Recovery - Ensures that his / her own costs are being recovered,

8. Integrity - Adheres to the Code of Conduct and integrity policies, reports concern and
follows regular integrity training, this is a medium risk position.

Requirements

• Knowledge of Accounting, (Bachelor Level or Equivalent). Professional Accounting

Qualification (e.g., CPA, ACCA, CIMA) desirable but not essential
• Experience in accounting in non-government organizations
• Knowledge of project management, planning & control, administrative processes, donor requirements and relevant languages

Job Overview
The focus of the position is to coordinate the overall financial resourcing and performance management of SAA-Uganda which include planning and implementation of the budgetary resources, monitoring, and reporting of financial performance. Main Purpose of the Job:
To ensure that all financial and other transactions of the Commission are in compliance with the established policies, practices, rules and regulations.

Duties and Responsibilities:
• Develop internal audit policies and strategies for the Commission.
• Carry out systematic reviews of all systems and internal controls as per the established policies, procedures, rules and regulations.
• Vouch payment and other documents before processes are completed.
• Prepare annual stock taking instructions.
• Participate in the annual stock taking exercise to ensure the Commission’s assets are safeguarded.
• Carry out management audits and participate in physical inspection and verification of assets during Board of Survey.
• Carry out spot checks on stock records and physical stores.
• Arrange for annual audit exercises and investigations as may be required.

• Process monthly payroll by ensuring that that employees are paid salaries by the 24th of each month;
• Prepare journal import for posting salaries to sun system;
• Calculate and deposit gratuity for staff on a monthly basis;
• Make payments to suppliers. This entails receiving invoices from admissions office and process payments, advance payment for life insurance and medical cover, check all lodged documents and respective invoicees to confirm validity and approval before processing payment;

Senior Accountant
The position
Primary purpose of the role:
The incumbent will ensure the compliance, internal controls, reporting, adherence to financial policies and procedures, completeness, accuracy, timeliness and proper record keeping of transactions related to all organizational revenues, investments and receivables.He / She will undertake the following tasks:
Income accounting, reconciliations and follow up on receivables (Scrutiny and Verification)
• Ensure and verify authenticity, accuracy, completeness and timely recording of all organizational revenues and collections in the relevant information systems on an accrual basis and in line with the duly approved enrollment report and class attendance registers
• Ensure and verify reconciliations between bank, class attendance registers, duly approved enrollment reports, student information system and accounting information system on a daily and monthly basis
• Ensure timely preparation and verification of bank reconciliation statements on a monthly basis of all collection accounts with timely follow up / reversal of long reconciling items
• Timely secure information, follow up, maintain and update the control sheets / schedules for all the negative income streams, concessions, charges, other receivables and liabilities
• Timely follow up of all institutional receivables and ensure sharing of student debtors report with the relevant stakeholders on a daily basis and timely response to their queries.
Fixed Assets
• Physically verify assets and update the fixed assets register (with full information) in line with the accounting information system records
• Update the depreciation expense as per the fixed assets schedule on a monthly basis
• Ensure that all assets in all the units are properly tagged and insured.
Budgeting and Reporting
• Assist in the completion of budget templates, follow up on timely collection of data on budgetary assumptions in liaison with the relevant units/ departments.
• Timely generate and submit periodic reports (monthly/quarterly/annual) with relevant stakeholders highlighting areas of concern
• Complete and share the working capital analysis with the supervisor on a monthly basis
• Reconcile staff costs on a monthly basis to ensure that actuals do not deviate against the approved budget
• Timely prepare schedules for internal, interim and annual audits and ensure completion of annual statutory audit of financial statements
Cash, bank, investments and treasury
• Ensure and verify proper record keeping and timely deposits of any cash collected within the organization
• Timely preparation (beginning of any term as a minimum) of cash flow analysis to help maximize returns on investments and avoid idol funds at all times.
• Ensure transfer of funds received in the collection accounts to the main account on a daily basis.
• Ensure proper record of fixed deposits and timely booking and receiving of interest income as per the control sheet and timely rollover of maturing deposits.
Leadership
• Manage the team being a role model for the staff and oversee their assignment / supervision
• Provide value adding financial information and analysis, and report on risks to the internal control systems to ensure safeguarding of assets of the organisation.
• Follow up with relevant stakeholders to ensure implementation on all the action items arising from internal or external audits.
