JOB DETAILS:
Job Purpose
The Finance & Support Services Manager (FSSM) is a member of the Country Senior Management Team (CO-SMT) and will oversee the development, coordination, and management of finance and administration for Sightsavers’ Country Office. This includes managing financial controls, compliance, HR, administrative support, and operational systems to enable growth and improvement in alignment with organizational goals.

Principal Accountabilities
1. Financial Management (25%)
• Ensure robust financial control and risk management.
• Implement financial frameworks, including:
o Financial management and controls.
o Budgeting, forecasting, and planning support to the Country Director.
o Financial monitoring and audits.
• Ensure compliance with local regulations, governance, and Sightsavers’ policies.
• Manage transaction processes and authority matrices.
• Provide timely and accurate financial reports, including donor compliance reports.

2. Administration and Support Services (20%)
• Lead implementation of administrative policies and procedures.
• Oversee office logistics, supplies, and procurement processes.
• Manage vehicle usage and logbook analysis.
• Supervise IT systems, office maintenance, and asset management.
• Facilitate staff development plans and support HR policy implementation.

3. Project and Programme Management (20%)
• Strengthen financial management and accountability for partners.
• Collaborate with finance and programme teams to review project reports and budgets.
• Provide grant management for restricted and unrestricted funding.
• Conduct financial monitoring and audits of projects and partners.

4. Managing Accounting Systems (15%)
• Ensure accurate preparation of budgets, forecasts, and expenditure reviews.
• Submit financial reports in compliance with timelines and donor requirements.
• Conduct site visits for programme monitoring.

5. Human Resource Management (15%)
• Oversee payroll, training, and compliance with statutory regulations.
• Support staff development and manage administrative personnel.

6. Safety and Security (5%)
• Serve as the security focal person for the Country Office.
• Develop and update the Country Security Plan.
• Provide incident reports as required.

Essential Knowledge, Skills, and Behaviours
Knowledge
• Professional accounting qualification or relevant master’s/bachelor’s degree.
• Experience in financial management, programme/project management, HR, and administration, preferably in an INGO environment.
Skills
• Strong project financial management and data analysis skills.
• Proficiency in IT systems, including MS Excel, Word, and accounting software.
• Excellent communication and interpersonal skills.
• Capacity building and facilitation skills.
• Ability to work independently and with diverse stakeholders.
