Name of Project: Promotion of Renewable Energy and Energy Efficiency Programme
The Ministry of Energy and Mineral Development (MEMD) is the lead implementing agency in the Sustainable Energy Development and the Sustainable Extractives Industry Development Programmes. The programmes are essential in transitioning Uganda’s economy from a subsistence-based system to a modern and prosperous one. The Ministry provides strategic leadership in planning, implementation, and operational oversight through Monitoring and Evaluation (M&E) of the programmes and related projects under all its IT departments.
There is therefore need to understand the opportunities and the gaps in the Ministry’s M&E system such as how data is collected, analysed, stored and repaired. There is also need to explore how information currently available at the Ministry is made accessible to all stakeholders, reduce incidences of inaccurate or incomplete information sharing, mitigate against double counting of impact numbers or wasteful expenditures on the same targets.
MEMD in partnership with GIZ is seeking to contract a consulting firm to conduct a needs assessment and develop a MEAL Plan to strengthen its capacity for timely, efficient and effective evidence-based decision-making.
Invitation to Bid

Bid Submission Deadline
Interested bidding should submit their bids/offers electronically by 28/07/2026 at 4:00 PM (EAT) to UG_Quotation@giz.de. Please indicate the tender reference number: 83491834 - M&E Services for MEMD in the subject line of your email.
Important Information to Note
Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
Late submissions will not be accepted.
Only bids submitted to UG_Quotation@giz.de are acceptable.
Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
You should have noted after in PDF. Do not encrypt offers since they may be incompatible with GIZ software. Use two separate emails to submit the technical and financial proposals. Submit the technical proposal in one email and the financial proposal in a separate email.
Only use GIZ’s file transfer service at https://filetransfer.giz.de/ for submitting documents that exceed the default mail size of 30 MB. Using other forms of file transfer disqualifies your offer. Should you use the file transfer to (i) above, ensure you submit the password before the bid submission deadline date and time. Failure to provide the password, your offer cannot be opened and will be disqualification automatically.
The financial offer should be submitted in Uganda Shillings.
Failure to follow any of the above instructions may result in your offer being encrypted and/or rejected.
GIZ reserves the right to cancel this process at any stage without informing the providers and without any obligation to refund the providers who will have participated in this tender process.
