Background
The International Community of Women Living with HIV Eastern Africa (ICWEA) is a regional advocacy and network for and by women living with HIV with offices in Uganda but operational in 5 countries of Eastern Africa. ICWEA has funding from different donors for different projects that are implemented in the region by a team of over 50 technical staff. ICWEA has a 5-year strategic plan and governance manuals to support its routine operations. ICWEA is in the process of hiring a Monitoring, Evaluation, and Knowledge Management Manager to ensure the functionalization of project-specific M&E plans and knowledge management for the whole organization.

Job Summary
The Monitoring, Evaluation, and Knowledge Management Manager is responsible for providing technical support to the Senior management in the acquisition, organization, sharing, and maintenance of an organization’s knowledge assets including managing, strengthening, and providing strategic direction to the ICWEA vision and mission. This role involves creating systems and processes for knowledge management, ensuring best practices are followed, and fostering a culture of continuous learning. The M & E Knowledge Management Manager works closely with various departments to understand their knowledge needs and implements strategies to meet these needs. S/he will ensure that research and evaluations are rigorous in generating new knowledge and credible evidence and that learning leads to adaptation and innovations

Accountability and working relationships
The Monitoring, Evaluation & Knowledge Management will report to the Head of Programmes and work closely with the Senior Management Team and other ICEWA teams, particularly the Programmes Team.

SPECIFIC RESPONSIBILITIES
Strengthen MEL capacity and effectiveness across ICWEA and the Partnership community
• Lead on providing ongoing support and advice to the Programmes teams in MEL theory and practice, the design of MEL frameworks, and the delivery of MEL activity. This will include training as needed.
• Provide MEL expertise in the development of programme quality standards, and ongoing review of programme quality.
• Work in partnership with the Department Heads to ensure MEL is expressed in our policy and influencing work.
• Support the design and implementation of systems to collect and analyze program performance data for evidence-based programming decisions
• Track donor reporting requirements and deadlines and provide M&E information to Program Managers and Project Coordinators for drafting reports.
Develop systems and tools to support MEL/Knowledge management
• Design and Improve Data Analytics Systems: Develop, implement, and continuously refine data analytics systems and tools including data visualization platforms to improve operational efficiency and scalability.
• Develop and embed relevant MEL tools and systems, to guide and support good practice (within ICWEA teams and for partnerships).
• Develop and maintain information management and analysis systems, including managing contracts and relationships with service providers as guided by the leadership/required.
• Generate Insights: Share insights with stakeholders about what is driving trends to inform recommendations on how to use data to drive quality program design and implementation.
• Strengthen Data Culture: Support the team in adopting data-informed decision-making practices and enhance the overall data use culture within the organization.
• Strengthen organizational reporting processes, to ensure internal learning and to strengthen accountability to Trustees/partners/stakeholder.

Institutional Knowledge Management
• Ensure compliance with legal and regulatory requirements related to knowledge management.
• Promote a culture of knowledge sharing and continuous learning within the organization, Monitor and evaluate the effectiveness of knowledge management initiatives while working with subject matter experts to capture and document critical knowledge.
• Develop templates, guidelines, and standards for knowledge documentation to ensure consistency and quality.
• Work to collect and synthesize data from across the team and present it in accessible ways for others to understand and apply.
• Provide support in programmatic training outputs and materials for multiple stakeholders, including staff, funders, and public communications.
• Conduct regular audits to ensure the accuracy and relevance of stored information coordinating with IT to ensure the proper functioning of knowledge management systems.

Strengthen Management Information Systems
• Develop and maintain project M&E SharePoint site containing all evaluations and M&E tools for each project.
• Implement mechanisms for sharing good practice within ICWEA and strategic Partnership community, working with teams to disseminate findings across various media and institutions.
• Facilitate operational research for contextual understanding, identifying opportunities, vulnerabilities, capacities, and resources.
• Work to ensure that lessons learned and best practices are incorporated into new program design.

Contribute to the design and management of new programmes
• Lead on MEL input into funding proposals for new programme activity, ensuring MEL is an integral component of each proposal.
• Assist in the development of ICWEA-managed grant calls, including contributing to the development of assessment criteria, reviewing grant applications and reviewing grant holders’ reports.
• Support the programmes team in designing and conducting monitoring visits to recipients of grants, or directly managed programmes, and commission evaluations and studies to increase understanding of good practice.

· Desirable

Qualifications
· Bachelor’s degree in Economics, Quantitative Economics, Statistics or a relevant field of study from a reputable university.
· Masters in or post-graduate studies in Monitoring & Evaluation will be considered.
· Additional training in Project Management will be an added advantage

Experience
· Significant experience (minimum 5 years) in Monitoring, Evaluation and Learning.
· Experience of developing Monitoring, Evaluation and Learning systems and tools for projects and programmes.
· Experience leading others to understand and undertake MEL work.
· Experience of international development or global health.
· Experience developing and using databases.
· Experience of developing Monitoring, Evaluation and Learning systems and tools at organisational level.
· Experience of bidding for MEL work.
· Experience commissioning evaluations / research.
· Experience of matrix management.
· Experience of grant management.

Knowledge
· Understanding of / interest in global health.
· Understanding of good practice and recent thinking in Monitoring, Evaluation and Learning.
· Knowledge of the project cycle.
· Knowledge of Health System Strengthening.
· Knowledge of the Global Health Security Agenda and Community health demand driven.

Skills & Abilities
· Able to train, mentor and coach non-specialists in monitoring and evaluation.
· Demonstrable analytical skills.
· Excellent written and verbal communication.
· Good interpersonal skills; ability to work with senior staff from diverse organisations.
· Able to contribute to budget planning and management.
· Skilled user of IT, including Word and Excel.
· Excellent organisational and administrative ability.
· Commitment to ICWEA’s ethos and values.
· Ability to travel within ICWEA scope of work
· Ability to respond flexibly in the context of working within a small organisation.
