JOB DETAILS:ENABEL (formerly BTC), the Belgian development agency, together with different Government Ministries, is implementing the bilateral co-operation between Uganda & Belgium. In the framework of the program Support to the implementation of Skilllng Uganda (SSU) implemented by the Ministry of Education & Sports (MoES) and the Belgian development agency (Enabel) and in order to implement the project activities, Enabel in Uganda invites eligible individuals to express their interest in the positions mentioned and detailed below:
JOB TITLE: Skills Development Fund Officer
DUTY STATION: FORT PORTAL WITH FREQUENT TRAVEL IN THE RWENZORI REGION)
CONTRACT DURATION: 22 MONTHS
ONE (1) Skills Development Fund Officer will specifically be in charge of quality implementation of skills development funds amongst the target grantees as well as supporting and coordinating skills development work amongst the other Field Coordinators In the SSU intervention in 4 target districts of Masindi, Hoima, Kabarole and Kasese, in the Albertine Rwenzori region.


MAJOR ROLES AND RESPONSIBILITIES:
Fund Management (40%)

  • Ensure quality of the SDF grants in the Albertine Rwenzori region according to the Skills Development Fund (SDF) operational manual
  • Ensure compliance with the Grant Agreements concluded with the partners and effective management of Belgian public funds allocated under Program SSU
  • Ensure gender equity and social targeting of the SDF through active promotion of specific target windows of the SDF and monitoring of eligibility criteria
  • Support the other Field Coordinators in good planning, implementation, follow up and coaching of the target SDF grantees
  • Ensure that the grantees’ reporting requirements and deadlines are observed in accordance with the guidelines of the Grant Agreements
  • Conduct regular field visits to the target grantees to ensure compliance with the grant procedure as described in the grant agreements
  • Be a focal person for the‘ periodic grantees reports i.e. coordinate with the field coordinators to receive, review and validate the said technical reports
  • Ensure adequate follow-up of administrative and operational issues of the SDF in support of the field intervention managers and under supervision of the international Grant Expert

Coaching and Promotion (30%)

  • Lead the promotion of the competitive SDF as an agent for change and innovation in Skills Development in the Albertine Rwenzori region
  • Coaching and supporting the private sector organisations and the BTVET institutions in Albertine Rwenzori region in introducing quality proposals in the framework of the fund, based on a sound identification of regional skills gaps
  • Support the setting up of a SDF knowledge sharing platform for BTVET & private sector stakeholders & contribute to high level discussions and scenario development around pooled funding for Skills Development

Capacity building, Monitoring and Reporting (30%)

  • Support monitoring (including tracer studies) and supervision of the selected SDF partners & activities
  • Support the grantees’ capacity in general management and enabling those who need it to become autonomous and absorb the support that the SSU/SDF Program puts at their disposal
  • Support the grantees’ capacity in conducting qualitative skills provision
  • Compile regular SDF progress and activity reports and compile lessons learned from SDF supported activities
  • Contribute to the compilation of the periodic SSU regional and overall intervention performance reporting
  • Work closely together with:
  • The Field Coordinators in SDF planning, implementation, reporting and quality control amongst the target grantees
  • The Monitoring and Evaluation Assistant in providing regular SDF data on the SSU intervention indicators
  • The Regional Finance and Administration Officer to ensure proper SDF financial follow up, management and reporting as per the SDF manual

Education and Experience:

  • A Bachelor degree or equivalent in technical fields of Business Administration & Management; Social Sciences; Social Works and Social Administration; Population studies
  • Work experience in International Development Organisations and Agencies in fields of Skills Development and Grants management
  • At least 5 years of good track record and practical experience in grants management for social development interventions
  • Relevant experience in facilitating co-operation between BTVET institutions and private sector stakeholders is an advantage
  • Experience working with/in the private sector Would be an advantage
  • Excellent report writing skills
  • Soft skills such as to work in a team, yet work autonomously, organized and independent, etc.
  • ICT skills in MS Word, Excel, &Access, as well as Power Point, and Internet
  • Good communicator and facilitator
  • Ability to work under stressful conditions and having no objection to working overtime
  • Valid motorcycle riding license
    SALARY PACKAGE:
    Enabel will offer a competitive salary package with a gross monthly income of between UGX 4,000,000 and UGX 4,500,000 depending on the relevant years of work experience, medical insurance plus a 13th Month compulsory package.
