From April 2019, Baylor-Uganda shall scale up key population-led community approaches to substantially accelerate the attainment of the triple 95 target for HIV epidemic control among Key populations (KP) at high risk of HIV (MSM, SW, PWID, People in closed setting (Inmates

and prisoners), uniformed forces and TG) ending forward HIV transmission, and utilizing the two-year Key population Investment Fund (KPIF).

This funding opportunity will support KP-focused or KP-led, trusted and competent Civil Society

Organizations (CSOs) to improve coverage and access to HIV prevention, testing, linkage and retention on antiretroviral treatment (ART), and viral load suppression targeting.

Objectives and Outcomes

During the two-year implementation period, the KP- led activities will aim at achieving the following objectives:

A. Reduce HIV incidence through targeted, tailored and evidence based prevention interventions for key and priority populations

B. Intensify interventions and innovations to provide effective linkage, care, and treatment for PLHIV and TB (KPIF)

C. Support districts and health facilities to scale-up quality differentiated ART and TB service delivery to enhance linkage, retention, viral suppression and TB treatment completion (KPIF)

These KP-focused interventions will thus contribute to one or more of the intended outcomes below:

NB. The eligibility of a consultant shall be evaluated on a pass or fail basis and where a consultant fails the eligibility requirements, the consultant shall be eliminated from the evaluation

b. General experience of the firm of at least four (4) years in carrying out assignments related to the functioning of LGs

c. Specific experience in similar assignments involving performance assessment and /or audits of government agencies or large private sector firms or international agencies for at least the last four years (preferably with experiences in performance assessments of local governments)

d. Experience of the firm in countries with conditions similar to the conditions in Uganda;

e. Presence of a satisfactory and proven quality management system within the firm is a must.

f. A Consultant shall not have a conflict of interest. All Consultants found to be in conflict of interest shall be disqualified.
