Bid Notice under Open Domestic Bidding tender at National Agricultural Research Organization
Provision of Industrial All-Risk Insurance Cover
Procurement Reference No. IFB NO: NARO/NON CONS/2024-2025/00223

1. The Government of Uganda under the National Agricultural Research Organization allocated funds for the Provision of Industrial All-Risk Insurance Cover.
2. The Entity invites sealed bids from eligible bidders for the provision of the above services.
3. Bidding will be conducted in accordance with the open domestic bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003 and is open to all bidders.
4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below at 7(d) from 9 am to 5 pm.
5. The bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below at 7(b) and upon payment of a non-refundable fee of UGX 100,000 (Uganda Shillings One Hundred Thousand). Payment will be made to Uganda Revenue Authority through a convenient commercial bank by obtaining a Bank Payment Advice Form from the URA website.
6. Bids must be delivered to the address below at 7(c) on or before 13th May 2025 at 11:00 am. All bids must be accompanied with a bid security from a recognized commercial bank or Bank of Uganda amounting to UGX 5,000,000 (Uganda Shillings Five Million Only). The Bid security must be valid until 28th October 2025. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 7(c) on 13th May 2025 at 11:30 am.

Additional Information About NARO’s Procurement Process:

• Insurance Coverage Scope: The Industrial All-Risk Insurance Cover typically includes protection for NARO’s research facilities, equipment, and assets against fire, natural disasters, theft, and other operational risks.
• Eligibility Criteria: Bidders must be registered insurance providers with valid licenses from Uganda’s Insurance Regulatory Authority (IRA) and demonstrate experience in similar contracts.
• Evaluation Focus: Bids will be assessed based on cost competitiveness, coverage terms, financial stability of the insurer, and compliance with public procurement laws.
• Post-Award: The winning bidder will be required to provide periodic risk assessments and claims management support to NARO.
