JOB DETAILS:
INTRODUCTION
With support from the Swedish International Development Cooperation Agency (SIDA), the Center for Health, Human Rights and Development (CEHURD) with nineteen (19) partners are implementing a four-year (1st January 2020 – 31st December 2023) programme titled: The Joint Advocacy for Sexual and Reproductive Health and Rights in Uganda (JAS) Programme in Uganda. The JAS programme is due for midterm evaluation to assess the progress so far made in the implementation. CEHURD therefore, seeks to engage a consultant / firm to support in the external evaluation of the
programme that will inform decision making for the remaining period of implementation.

BACKGROUND
The JAS programme seeks to build a progressive social movement boldly challenging the deep structures affecting the realization of SRHR in Uganda. The programme addresses a range of issues
that affect advocacy for the realization of Sexual and Reproductive Health & Rights (SRHR) in Uganda and some of the notable issues include: the retrogression in policy development in SRHRs;
disjoined CSOs working on SRHR; limited appreciation of the broader context of issues on SRHR amongst key stakeholders; the invisible powers opposing the progressive realization of SRHRs in Uganda; limited evidence to advocate for the realization of SRHR in Uganda; negative social, cultural and religious norms; and the archaic legislation impacting on the realization of SRHR in Uganda. This programme provides an opportunity to work on both visible (non-controversial and safer issues) and invisible SRR issues (hidden and contested issues) by different partners. The JAS programme is hosted
by CEHURD working with nineteen (19) organizations focusing on these thematic areas; HIV/AIDS, Key population programming, young People; safe abortion rights, refugees, women and gender and, access to medicines and commodities.

SCOPE OF WORK
• The evaluation is expected to cover the period of January 2020 to July 2022, covering the fourteen (14) target districts of the programme that include; Kampala, Kiboga, Kyanwanzi, Wakiso,
• Buikwe, Gomba, Mbarara, Isingiro, Kamuli, Busia, Gulu, Lira, Yumbe and Koboko and the respective sub counties where the JAS programme is implemented. The primary participants of the evaluation are the SIDA, JAS programme implementing partners, key government ministries and agencies involved in the implementation, district partners, community members and beneficiaries reached by the programme as well as other relevant stakeholders.
• The main deliverables of the evaluation will include;
• A detailed inception report with refined evaluation questions, detailed schedule and data collection tools.
• A concise evaluation report with a maximum of 30 pages (excluding annexes and supporting data and details can be included in annexes).
• A Power-Point presentation with the preliminary findings and recommendations to be presented
• to SIDA, CEHURD, JAS implementing partners and other key stakeholders.

TIME FRAME
• The evaluation will take two months of 57 working days from 5th June 2023 to 31st August 2023.

APPLICATION REQUIREMENTS
• Interested candidates in the position are expected to provide the following documentation:
• A minimum of five years of experience in project / programme evaluation.
• Experience in national / district advocacy preferably on SRHR.
• Proven skills and experience in undertaking evaluations for projects / programmes preferably advocacy and specifically SRHR focused.
• Experience in using Theory of change approach on evaluation.
• Strong background in Human Rights Based Approach (HRBA) and Results Based Management.
• Demonstrate extensive knowledge on SRHR, gender and movement building.
• Strong communication (written, verbal and presentation) skills in English.
• The consultant team should be independent of CEHURD, its JAS programme implementing partners and SIDA.
• A person with previous experience (not an employee) working with CEHURD or the
• JAS partner organisation may apply.
