Call for proposals for the provision of consultancy services to undertake End-Term Evaluation of EUTF-Funded Project

Introduction
Uganda Biodiversity Trust Fund (UBF) with its headquarters in Kampala is registered in Uganda as an independent Trust incorporated under the Trustees Incorporation Act. Its Mission is to serve as a catalyst for mobilizing, managing and channeling financial resources for biodiversity conservation and sustainable use of natural resources in Uganda and for the benefit of current and future people of Uganda.

Background
With the financial support of the European Union under EUTF Grant Contract ref. T05-EUTF-HOA-UG-83-02, the Uganda Biodiversity Fund (UBF) in partnership with Wildlife Conservation Society (WCS) Nature Uganda (NU), and Ecological Christian Organisation (ECO) has since December 2020 implemented a four-year Restoring and Conserving Degraded Fragile Ecosystems Project for improved community livelihoods among the refugee and host communities in two districts in the West Nile Region (WNR) and three districts in the Mid- Albertine Rift Region (MARR). UBF intends to use part of the grant to contract the services of an independent eligible and qualified consulting firm to conduct an end- term evaluation of the project.

Objective: To assess the project's performance, and document results and lessons learned.

Scope: The evaluation will cover the project's implementation elements, including forest and woodland restoration, wetland conservation, sustainable land management, and livelihood activities.

Eligibility: UBF now invites both national and international competent consultancy firms experienced in project evaluations especially the environmental/ natural resources-related projects in the refugee settlement landscapes, and familiar with OECD-DAC evaluation norms and standards to apply. Interested consulting firms should provide sufficient information demonstrating that they have the required qualifications and relevant experience and should demonstrate their capability to apply a mix of quantitative and qualitative methods in execution of this assignment.

Expected Deliverables: Inception report, draft report, final evaluation report, and dissemination materials. Timeline: 45 working days from the time of contract signing.
