Back ground
World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Position: Consortium Manager Education - ECHO Project
Report to: Refugee Response Director

Purpose of the position:
The Education Consortium Manager will be responsible for effective and high quality planning, implementation, coordination, monitoring, reporting of the 2-year Education Consortium award initially funded by ECHO, aimed at reaching beneficiaries in Terego, Madi Okollo and Lamwo. The Education programme increase access to relevant, quality and safe formal and non-formal learning opportunities for refugee and host communities. The programme will provide sustained support to and increased capacity at district government, school and community levels to address the barriers that prevent the most vulnerable out of school children from enrolling to formal and non-formal education programmes and support interventions that increases retention for older children, primary, secondary and Accelerated Education Programme (AEP) centres as well as those that support transition of children from AEPs to formal schools.
The consortium manager is a senior position whose holder reports to the Response Director. S/he will be based in Arua, but with frequent travel to Kampala and to field Visits in West Nile. S/he will be responsible for supporting the consortium partners (World Vision, Windle International, Rice and CEFORD) to widen the newly established Education Consortium both in terms of scope and funding in line with the newly developed multi-year Education Refugee Response Plan.
Key Outputs/Responsibilities.
Manage Program Relationships and networks
• Manage proactive and responsive relationship with ECHO, UNHCR, OPM, consortium partners and the Education in Emergencies Working Group.
• Build a project relationship with the Ministry of Education and Sports, donors and partners and participate in the relevant Education forums and coordination meetings forums and technical working groups
• Ensure that the project sub grantees comply to the sub award specifications and implementation guidelines
Program implementation
• Develop and lead a well-functioning consortium, built around collaborative leadership and decision making, capitalizing on the expertise and capacities of all partners.
• Take the lead in project planning and coordination to ensure timely and quality implementation of all project activities in line with the program work-plan and in full coordination with national and local authorities as well as other urban actors.
• Organize periodic meetings to discuss project progress; record and follow up on the execution of agreed action points.
• Provide managerial direction and guidance in line with the project’s expected outcomes.
• Oversee key project planning deliverables using results-based management approaches and tools.
• With the support of the Technical Coordinators and Deputy Director of Programs (DDP), develop specific strategies for cross cutting themes (capacity building, gender equality, environmental sustainability) for the project.
• Coordinate with local authorities to facilitate the participation of local communities in the planning and implementation of activities and undertake periodic reviews of project activities to assess effectiveness, efficiency, achievement of results and compliance with procedures.
• Ensure all partners update and share project tools (work, procurement, staffing, spending and MEAL plans) on a quarterly basis.
• With support from Field Coordinator, TCs and Grants Unit, take lead in proposal development, review and compiling of member inputs.
• Ensure proper project and donor visibility in the project sites.
• In collaboration with the M&E colleagues, participate in data analysis and interpretation exercises with the consortium team to inform programming and advocacy.
• Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners.
• Routine partner monitoring visits in collaboration with Partnership Coordinator, consortium manager, project manager, M&E among other project staff to ensure that activities are implemented as planned.
• Lead PIMs, partner review meetings, PCM in collaboration with other departments such as Programs, Finance, supply chain, grants, partnerships etc.
Provide leadership to program team
• Provide vision and strategic technical leadership for the ECHO funded programme
• Participate in the Response Senior leadership team
• Supervise a team of senior level international and national staff with skills across a diverse set of technical areas
• Ensure proper technical capacity of staff to manage complex donor-funded projects
• Lead grant staff and short-term consultants
Communication and Reporting
• Ensure regular communication with the Response director regarding the consortium progress and processes.
• Lead the coordination and planning of the Project Steering Committee meeting, taking of the minutes and sharing with all the members.
• Lead the planning and coordination of the Project Working Group Meeting, M&E working group meeting among others.
• Represent the consortium and World Vision and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project.
• Compile portions of program narrative and financial progress reports in coordination with the grants unit and finance to share with the donor.
• Compile and prepare quality partner monthly, quarterly, and periodic project progress reports, as well as final reports, and feed in other information as required by SLT, Response Director and Senior Management Team.
• Maintain open and effective communication amongst the consortium and project team members.
Financial management
• Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to the donor to the effect that there is no risk.
• Ensure that all project partner procurements follow the laid down and approved procedures by the donor and World Vision
• In conjunction with the grants and finance team, develop and monitor the project budget.
• In conjunction with the finance team, review partners’ financial reports, spending plans and budget revisions.
Qualifications: Education/Knowledge/Technical Skills and Experience
• The applicant for the Consortium Manager job placement should hold a post-graduate degree in education planning and management or a related field with additional training project planning and management techniques and knowledge of current global and regional debates on quality and employment oriented education policies and models
• At least eight years of relevant technical experience including at senior level
• Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in complex environments, preferably in Uganda and with International NGOs
• Demonstrable understanding of ECHO guidelines as well as other Education in Emergencies donors’ agenda.
• Prior experience working in consortium structures and projects, or in consortium / programme management units is an added advantage
• Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
• Experience of working with local/national governments and capacity building of systems, partners and staff
• Ability to extensively travel for project monitoring and provide on-site technical support to field teams
• Ability to coach and mentor partners
• Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
• Experience in management of finance and budget monitoring and risk management.
• Highly numerically articulated with a track record of data manipulation and reporting systems.
