Objective of the Consultancy:

To conduct a Regulatory Impact Assessment (RIA) for the amendment of the National Information Technology Authority Act, 2009 to align it with emerging IT trends and address identified gaps.

Scope of Work:

The consultancy services are expected to:

1. Assess the impact of existing policies and propose amendments to the National Information Technology Authority Act, 2009.
2. Provide recommendations on aligning the Act with emerging IT trends.
3. Address any existing gaps and propose suitable legal and policy frameworks.
4. Prepare an RIA Report to support the amendments process.

Consultant's Requirements:

The consulting firm must demonstrate expertise in the following areas:

• International experience in handling similar policy and regulatory assignments.
• Expertise in ICT law and regulatory frameworks.
• Proven experience working with government institutions and development partners.
• Familiarity with conducting RIAs for legal and policy development in ICT sectors.
• Team composition should include experienced lawyers, economists, ICT experts, and project managers.
