Terms of Reference for Consultant to Support Development of Five District Specific Multi-hazard Preparedness and Response Plans with Mbale Regional Emergency Operations Centre

Background
The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening.
Uganda is a signatory to the International Health Regulations (2005) which mandates member states to have the capacity to prevent, detect and respond to potential public health emergencies. In 2017, the Country successfully conducted the World Health Organization (WHO) coordinated Joint External Evaluation (JEE) involving all sectors to assess the country’s capacity for the Regulations.
The country then prepared a National Action Plan for Health Security (NAPHS) that was launched in August 2019 with the aim of bridging gaps in health security identified by JEE and step up capacities. Emergency preparedness was one of the technical areas identified for improvement.
The JEE report recommended development and maintenance of national, intermediate (district) and local/primary level public health emergency response capacities. These capacities included maintenance of available human resources, and stockpiles for potential biological, chemical, radiological and nuclear hazards.
The current national multi-hazard emergency preparedness and response plan (2022-2027) was reviewed and updated with the STAR report findings. In Phase I and II, there were multiple public health emergencies in Uganda and to improve multi-hazard planning within the country as a priority activity for NAPHS 2019-2023, the project completed national risk assessment and hazard mapping. In 2019 and 2020, 10 districts were supported to develop their multi-hazard plans, prompted by EVD and COVID-19 outbreaks respectively, floods or and mudslides.
The country risk map was updated to reflect the current epidemiological, environmental, the current command and control structures. Before the outbreak of COVID-19, there were several outbreaks and floods, thus the national level and selected districts conducted table top simulation exercises. These experiences and resources were used during the COVID-19 outbreak response. With support from WHO-AFRO, in October 2020, the project supported Inter-Action Review of the response.

General Summary
To support overall preparedness for multiple hazards at in Mbale region by Developing, Planning, testing the multi-hazard plans through table top simulation exercises, providing supplies and supporting sentinel surveillance and regional EOC data use.

Specific Objectives
• To support risk assessment and hazard mapping in 16 districts of Mbale region under Mbale Regional Emergency Operations Centre to develop district specific multihazard preparedness and response plans.
• To support selection of 5 districts of Mbale region under Mbale Regional Emergency Operations Centre to develop tailored multi-hazard plans including infectious and non-infectious hazards.
• To support 5 selected districts to test district specific multi-hazard preparedness and response plans through simulation exercises and incorporate national level policies on disaster prevention, mitigation and management.

Proposed methodology
The consultant shall apply mixed methods approach involving meetings, workshops, interviews, field visits and collaborations with stakeholders across at district level under health, production and natural resources departments. These and partner agencies will be facilitated to prepare plans, gather requirements, document and conduct simulation exercises on the sub-national multi-hazard preparedness and response plans.
The consultant will implement these activities for a total of 30 field days between April to June 2022 (three months period). Consultant will develop a detailed costed workplan that will be approved by IDI-RSTL. Progress will be verified through weekly meetings with IDI-RSTL, NAPHS Acceleration Team, and regional stakeholders. Outputs include documents, meeting minutes, weekly and monthly reports that demonstrate achievement of deliverables. Evaluation and accountability will be monitored by IDI-RSTL.

Key Deliverables
• Inception report with workplan indicating activities and timelines according to deliverables (at inception)
• Risk assessment and hazard maps for 16 districts in the region validated at regional level; validation report
• Five district specific multi-hazard preparedness and response plans.
• Simulation reports by the districts to test the specific multi-hazard preparedness and response plans.
• Report on regional EOC data use and application to prevention, mitigation and response to hazards.
