Overview
Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote green growth, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI is partnering with the European Union (EU) as part of the EU Inclusive green economy uptake programme (GreenUP) to deliver a project entitled “greening Uganda’s urbanization and industrialization” (2020-2023). The programme is aligned with the government of Uganda’s vision 2040, the third National Development Plan (NDP III), and the Uganda green growth development strategy (UGGDS). The project aims to promote sustainable development and inclusive green growth in Uganda by focusing on green city development, green industrialization, efficient waste management and green growth integration into planning and budgeting.
Background
It is widely believed that besides global warming, e-waste is the most threatening environmental problem in the world as it is categorised ‘highly hazardous’ and generated at alarming rates. The Government of Uganda recognized the e-waste challenge and has established a legal, regulatory, and institutional framework to facilitate its sustainable management. Great encouragement can be taken from the ongoing government initiatives to establish a recycling facility for communication e-waste under the leadership of the National Environment Management Authority (NEMA) and National Enterprise Corporation (NEC). However, the rest of the e-waste from computers, toys, fridges, freezers, TV sets, etc., remains in the free-wheel handlers leaving room for such waste to be irresponsibly handled. There are several private sector companies involved in the management of e-waste. However, they have reported concerns of a poorly structured value chain despite their ambitions.
Against this backdrop, GGGI intends to undertake a systems assessment/ value chain analysis for the e-waste value chain to assess the efficiency of the existing policy framework, the institutional and regulatory framework, the actors, existing and necessary safeguards, feasible management approaches, challenges, and investment opportunities and projects. The international best-case scenario will be identified, an action plan developed to guide potential interventions and two investment projects modelled leading to development of two investment teasers.
This assessment will be undertaken in close collaboration with MDAs Local Governments (LGs) such as Kampala Capital City Authority (KCCA), National Environment Management Authority (NEMA), Uganda National Bureau of Standards (UNBS), Uganda Communications Commission (UCC), National information Technology Authority (NITA-U), Ministry of Information, Communication Technology and National Guidance (MoICT & NG), etc.
Objectives / Purpose Of The Assignment
In a recently completed GGGI position paper on e-waste in Uganda and a subsequent article[1] , it was established that despite the establishment of a robust legal, regulatory, and institutional framework, e-waste has remained a challenge with limited documented interventions across the chain.
The objective of this assignment is to undertake a systems assessment of the current e-waste management cycle and value chain systems, stakeholders, institutional arrangements and potential private sector actors. This will help in identifying the constraints and opportunities for the e-waste products and processing opportunities that have a high potential for employment creation. The exercise will profile key players, identify investment opportunities, assess the e-waste incentive regime and profile two investment projects into teasers. The consultant will provide recommendations on specific entry points for civil society organizations, the private sector, and public authorities to support the safe handling, management and material recovery opportunities as well as livelihoods initiatives in the e-waste value chain in GKMA. This is in addition to preparing an action plan to guide the implementation of interventions within the sector. The assignment will concentrate and utilise samples in the GKMA, Jinja city and Arua city.

Scope Of Work
The assignment is a direct contribution to the Greening Uganda’s urbanization and industrialization project and feeds directly into outcome 3 that aims to ensure efficient waste management is pursued and demonstrated.
Activities
• Desk research to prepare the situational analysis
• Profile earlier studies and interventions undertaken on the e-waste value chain in Uganda. This needs to specify the nature of interventions, key players, beneficiaries, development partners involved, etc.
• Undertake a stakeholder analysis to establish the role of public, private Sector, international organizations, civil society, etc. in the e-waste value chain.
• Analyse the supporting functions that are required to make the value chain work, including both existing and missing support functions (e.g., infrastructure, information, related services).
• Assess the existing and necessary safeguards within the e-waste value chain in Uganda.
• Assess the effectiveness of related laws, policy, regulations, barriers, etc. in addressing the e-waste challenge.
• Assess and examine the effectiveness of the current institutional arrangements in the GKMA and preparedness for management of e- waste.
• Characterise e-waste materials flows, value chain gaps, identify major challenges.
• Review two case studies on adoption of green approaches to valorisation of e-waste from two selected countries. GGGI will directly support the consultant in this process.
• Propose general options for management of oil waste and identify two/three investment projects within the value chain.
• Further model two investment opportunities and prepare investment teasers. GGGI will guide on the general structure of investment teasers. Make sure to include investment requirements and returns, proposed financing structure, projected market and sales, financial projections, and amount of impact anticipated as result of the proposed intervention.
b) Stakeholder engagements
Using appropriate tools, conduct extensive consultative and inclusive processes to generate the views, aspirations, and proposals of the various stakeholders within the GKMA, Jinja and Arua city on the management of e-waste. The key stakeholders include government institutions, private sector, academia, civil society organisations (CSOs), development partners, etc. It will be a great advantage to sample a few households and institutions, businesses, and repair shops as primary generators of e-waste. The consultant is also encouraged to strongly liaise with e-waste collection companies, NEMA, UCC, NEC and the Uganda Cleaner Production Centre (UCPC) for insights on the ongoing efforts. The consultant will also present the findings at a validation workshop with key stakeholders.
c) Preparation of the value chain analysis report
The consultant will draft a report that will be reviewed by the relevant stakeholders. This will include an action plan that will be completed in close collaboration with the National steering committee’s GGGI waste management technical working group (TWG) and other relevant technical personnel. The action plan must state at the beginning, the greening ambitions and the focus needs to be applied to green approaches to the management of e-waste value chain in Uganda. This will be done as detailed in the context of the wider greening imperatives already defined by specific GGGI documents. The report will also profile two investment opportunities into investment teasers.
Deliverables
The following are expected out of the assignment:
• Inception Report.
• Situational Analysis report.
• Report of the consultants/ workshops/ surveys/ interviews/ meetings. These are expected within 5 days of completion of each engagement.
• First draft report including action plan, relevant case studies and two investment teasers.
• Final report.
Timetable and Reporting Arrangements
The outputs shall be delivered in a phased manner as indicated below.

Total fee: up to USD 31,500 depending on candidate’s credentials.
Reporting Arrangements
The selected consultant shall report to the project lead, Greening Uganda’s Urbanisation, and Industrialisation.
The consultant’s work progress will be monitored primarily through periodic review meetings, the precise schedule of which is to be agreed upon during the kick-off meeting. The consultant is also expected to periodically produce, upon GGGI’s request, a formal progress report that includes: an overview of the project, a narrative description of project activities, detailed information on project objectives and milestones, actual achievements made against the timeline set, etc.
One soft copy of the final reports shall be submitted to project lead, Greening Uganda’s Urbanisation, and Industrialisation. This will be accompanied by all other materials used for the assignment such as questionnaires, interview guides, and notes of meetings including respondents’ contacts etc.
Cost For Workshops
The consultant will need to fully support workshop preparation and documentation both at national and subnational levels. The anticipated number of workshops is four; one for the GKMA, one for each of the cities of Jinja and Arua and one for a validation event. However, costs of the workshops (excluding the time expenses) will be covered by GGGI on an actual basis following GGGI’s cost norms for the relevant year (which will be shared at the start of the project). Workshops need to be pre-approved by GGGI based on a concept note, suggested participant list and accompanying budget.
Cost of Travel
The consultant should anticipate two trips to Jinja and Arua cities as part of the assignment otherwise, majority of the exercise will be undertaken within the GKMA. For any workshops or other engagements, the consultant will be accompanied by GGGI staff. The consultant is expected to organise own transport, accommodation and other assignment related costs and should factor these in his or her rate. A detailed schedule will be discussed with the successful consultant at the inception meeting.
Academic Qualifications
University degree in environmental science, industrial/ chemical engineering, sustainability, business administration, economics, development planning, social-economic development, statistics, law and policy or a closely related discipline from a recognized university.
Professional Experience
• Minimum of seven years of relevant professional experience (market assessments, local economic development, value chain development, strategic planning, or a closely related assignments).
• Experience in working with international or national NGOs or with government authorities at national level desirable.
• Experience in financial analysis and modelling.
• Knowledge of ISO 14000 (environmental management) standards or any other standards in related to waste management would be an added advantage.
• Fluency in English, verbal and written is required.
• Excellent report writing skills.
• Recognition as an expert in the field and having contacts with counterparts predominantly at strategic/management level.
