General Description of task(s) and objectives to be achieved
The Food and Agriculture Organization of the United Nations (FAO) has been implementing the Global Climate Change Alliance-Agricultural Adaptation to Climate Change in Uganda (GCCA), under the funding from the European Union (GCP/UGA/041/EC) and the Royal Kingdom of Belgium (GCP/UGA/041/BEL) from 2012. The project has been implemented in the central cattle corridor of Uganda, covering six districts of Kiboga, Luweero, Mubende, Nakaseke, Nakasongola and Sembabule.

In order to determine the level of achievement of GCCA results and to quantify the socio-economic benefits of the various adaptation interventions implemented over the project cycle among the different types of beneficiaries, FAO intends to contract a team of consultants to conduct a comprehensive Project Results Assessment, also called Project Outcome Assessment (OA) and these ToRs describe the tasks to be undertaken and objectives expected to be achieved by the team of consultants. Under the general supervision of the FAO Representative and Deputy FAO Representative, and the technical supervision of the Programme Monitoring Support Officer, the successful Consultants will perform the following tasks:

  • Write an inception Report outlining a valid methodology for carrying out the Outcome Assessment including a finalized field data collection work plan, sampling strategy and data analysis scheme;
  • Develop data collection tools (questionnaires) and guides for both quantitative and qualitative data collection and train the enumerators on the correct data collection procedure, and provide quality assurance to the data collection process by participating in, and supervising all stages of primary data collection, among the respondent communities and government departments;
  • Develop data entry interfaces and conduct data processing, cleaning, analysis and interpretation;
  • Present the results of the analysis and interpretation/discussion of results in an initial draft report and present the preliminary findings to a meeting of stakeholders organized by FAO;
  • Incorporate the feedback from the stakeholder meetings into the final report and submit it (both soft and hard copy), together with the data collection tools and raw and analyzed data files.

The specific objectives oi the consultancy are to:

  • Assess the change in value of livelihood assets and food security of beneficiary households and communities;
  • Assess the level of knowledge acquired and capacities built for climate change adaptation at the central government (MWE, MAAIF, CCU). Local Government and community level;
  • Assess the extent to which access to water for livestock and crops has increased in the project target districts through the water for production investments;
  • Assess the actual and potential impact of the project in enhancing resilience of rural populations and agricultural production systems in the central part of the cattle corridor;
  • Ascertain the change in the level of awareness and utilization of recommended climate change adaptation strategies/ practices promoted under the GCCA:
  • Determine the extent which climate change adaptation practices for coffee have been adopted in the project target areas;
  • Determine the level of increase in availability of climate shock-tolerant vegetative and non-vegetative crop planting materials;
  • Assess the level of improvement in bio-energy plantation establishment and sustainable charcoal production practices;
  • Ascertain the size/number of ecosystem resources restored/stabilized in selected micro-watersheds rehabilitated by the project;
  • Identify key success areas and lessons, and make the appropriate recommendations to the project team, FAO, the donor and other stakeholders to guide decision-making and planning for subsequent phases or similar projects under the GCCA or within Uganda.
  • Determine the economic benefits adaptation to climate change at district and national level through modeling/extrapolation of economic benefits household and community levels.

Academic qualifications, experience required competencies
Education background:

  • Advanced university degree in Agricultural Economics/Rural Development (preferably PhD level);
  • Excellent knowledge of agricultural production, extension and market linkage issues in Uganda at national, policy, local government and farm level:
  • Proven experience and track record in conducting project evaluations and results assessments of agricultural/rural development and climate change adaptation programmes;
  • Knowledge of the relevant frameworks and options for adapting agriculture to climate change;
  • Excellent analytical, research, writing and communication skills;
  • Excellent oral and written English.
