PROJECT SUMMARY:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region including Lira, Oyam, Kole, Apac, Kwania, Alebtong, Otuke, Amolatar and Dokolo. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services.
GENERAL POSITION SUMMARY:
The Social Economic Strengthening Specialist will work under the guidance and supervision of the DREAMS Program manager. Her/his primary responsibility will be to support girls to identify and successfully follow a pathway of their choice. He/she will be responsible for supporting AGYW to undertake economic strengthening activities through training, accompaniment, and technical support to targeted vulnerable Adolescent Girls and Young Women focusing on implementing and managing micro- enterprises, employment opportunities, financial education, market opportunity identification/assessment, and entrepreneurship and business development services.
ESSENTIAL JOB RESPONSIBILITIES:
• The Social Economic Strengthening Specialist shall be responsible for the coordination and implementation of the economic strengthening components of DREAMS, liaise with DREAMS program officers, community volunteers to facilitate financial literacy, establish and support Village Savings and Loans Associations and business skills training.
• Under the direction of the supervisor and in collaboration with the other Program Officers, monitor and support the implementation of project activities at implementing partner and beneficiary level.
• Carry out other duties assigned by the Supervisors
QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:
• The ideal applicant for the position must hold a bachelor ‘Degree in Agriculture, Agricultural Economics, Natural Resource Management, Social Sciences, or a closely related field; A minimum of 2 years’ experience in household economic strengthening programming.
• The holder of this position shall at a minimum have the experience in working with vulnerable young people in economic strengthening initiatives, in areas such as small-scale crop and livestock production, value-chain development, business development, entrepreneurship, financial services;
• Demonstrated experience in community mobilization, organization, management and mediation among local actors and partner capacity building;
• Demonstrated experience in training design, delivery and mentoring in subject matter relevant to this position;
• Commitment to and understanding of the DREAMS Program’s goals aims, values and principles including rights-based approaches as they relate to building resilience to obtain better health outcomes;
• Ability to work independently, think innovatively and strategically, and work. Effectively within a team;
• Fluency in written and spoken English; Excellent verbal and written communication skills; Ability to work under pressure and deadlines;
• Sense of confidentiality; Good interpersonal communication skills; Excellence non-judgmental interaction with beneficiaries and stakeholders, great listener; Initiative and the ability to anticipate situations, create opportunities or avoid problems;
• Demonstrated skills in the effective management of resources; Demonstrated teamwork and networking
• Spear head the scale up and roll out of SES evidence-based models; AVSI WINGS+ to enhance the Socio-economic outcomes for AGYW.
• Ensure all AGYW eligible for SES complete all packages (with fidelity) as per the DREAMS Layering guidance
• Collaborate with other stakeholders to establish linkages to other financial services under the guidance of the Supervisor.
• Carry out capacity building initiatives on Market assessment, Business Planning, Business coaching skills development.
• Strengthening development of enterprise and market opportunities for beneficiaries.
• Conduct ToTs and refresher trainings in VSLA methodology, financial literacy among others to enable clear roll out of these activities to the DREAMS beneficiaries.
• Supervise artisans and SES community facilitators in the delivery of SES activities
• Collaborate with the Supervisor in the development of standards, protocols, manuals, tools, dedicated reports related to the Economic Empowerment objective, success stories, and other reports related to the organization
• Maintain an updated database of SES AGYW beneficiaries and ensure all relevant data collection are well administered/maintained for accuracy and completeness.
abilities Proficiency in local language is a distinct added advantage.
• Strong knowledge of DREAMS implementation and the evidence behind successful approaches to attaining the Program objectives. A proven track record in working to scale up DREAMS implementation is an advantage.
• Demonstrated knowledge of the Uganda health and community systems, and ability to build and sustain strong relationships with national / regional partners in DREAMS —including representatives from Implementing partners, districts, NGOs, CSOs, and the private sector.
• Knowledge of major DREAMS best practices as well as implementation of DREAMS programs in Uganda;
• Demonstrated skills in collaborative engagement, program planning, knowledge management, facilitation, networking and communication;
• Previous experience working with USG projects or other donors and multilateral agencies with an in-depth knowledge of USG programs, regulations, compliance and reporting;
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
• Excellent technical writing, data collection, analysis and reporting skills required;
• Excellent facilitation, oral and written communications skills.
