Organization details
The Energy and Climate cluster (Promotion of Renewable Energy and Energy Efficiency Programme, PREEEP), implemented by GIZ in Uganda, exists to support the Ugandan Government, through the Ministry of Energy and Mineral Development (MEMD), in promoting the use of renewable energy technologies, adoption of energy efficient technologies and practices, as well as climate friendly policies. Programme activities are conducted under different departments referred to as commissions or projects.

Key Responsibilities
The Energy and Climate Portfolio Advisor is responsible for:
• Close coordination and smooth alignment between GIZ energy projects within the Energy and Climate cluster in Uganda, government partners, the private sector, and other organizations to implement agreed measures
• Supporting GIZ energy and climate projects in Uganda in developing relevant energy/ climate ideas or concepts and implementation (where necessary) of the same
• Close cooperation, mutual support, and regular exchange with the HQ teams
• Advising and following up the GIZ energy and climate project managers on the management decisions and documenting the same
• As and when necessary, advising stakeholders/ partners on the integration and discussions around energy transition in energy and climate projects
• Support of all administrative processes within GIZ, including selection and professional support of experts as well as securing work results
• Support the Cluster Coordinator (and where necessary coordinate with the Senior knowledge management Advisor) in all the relevant energy and climate cluster knowledge management (DMS, documentation, etc.), communication and related duties
• Maintain communication with other related development projects implemented by GIZ.
• Be familiar with and uphold GIZ’s values of sustainable development, transparency, efficiency and anti-corruption towards the public partners, government, private sector, and institutions.
Specific Tasks
Portfolio support advisory services
• Support the Energy and Climate cluster in managing and developing the portfolio and structures of the cluster.
• In cooperation with the project managers (or component leaders), support the (thematic and administrative) consultations and negotiations on relevant topics.
• Together with the project managers and the Global teams in Germany, structure and monitor the planning processes as well as the participation in strategic discussions
• In coordination with the programme manager, advise the Energy and Climate cluster team on portfolio management as well as changes in the GIZ Uganda process landscape.
• Responsible for preparing and updating overviews of the Energy and Climate portfolio and structures in Uganda and (where necessary or applicable) writing the corresponding reports.
Coordination and management processes
• Take part in Energy and Climate management meetings in supporting the processes and decisions thereof
• Participates and ensures a coordinated representation in all the relevant Energy and Climate development partner groups and meetings.
• Coordinate any cross-cutting working groups or new project interventions on the development of the energy and climate portfolio in Uganda.
• Where necessary, take on the design of processes and coordinate the responsible colleagues in the Energy and Climate cluster in the areas of digitization and public relations, etc
Other duties/additional tasks
• Support the Cluster coordination in smooth flow of processes
• Perform other duties and tasks as assigned by Management.
Qualifications
• Bachelor’s or master’s degree, ideally in the fields of law, political science, economics, engineering, energy, or any other related field
Details of experience
• Minimum 7 years of professional experience in the field of private sector, legal work, consultancy or development cooperation in Europe and Africa, preferably Uganda
• Minimum of 2 years working experience, in policy consultations in the climate or energy sector in international processes
• Experience in the field of renewable energy, energy efficiency, private sector, climate, or similar areas is desirable
• Relevant work experience with development cooperation or related companies in Europe or in Africa
