JOB DETAILS:
The Uganda National Association of the Deaf (UNAD) an umbrella organization promoting the rights of Deaf persons in Uganda with a vision of having ‘’Dignity for Every Deaf Person in Uganda’’ is inviting interested persons fluent in Uganda sign language and with the required qualifications to submit applications for the following vacant post which exists at the organization Secretariat.
Job Title: Executive Director
Report to: Board of Directors- UNAD
Purpose: Direct and manage the work of secretariat in planning, resource mobilization, the implementation of programs, projects, policies of the Association and the decisions of the Board of Directors and advising the Board of Directors on the areas where the Association action or involvement is necessary.

DUTIES AND RESPONSIBLITIES
General Management and Administration
• To plan and supervise the Associations programme projects in consultation with the Board of Directors and staff and by delegating responsibility and authority where appropriate.
• To manage the staff, ensuring proper development, coordination, motivation and discipline and overseeing recruitment process.
• In consultation with the chairman and treasurer, oversee and be responsible for, the management of UNAD finances including preparing budgets and maintaining budgetary control, and for the proper use of all funds and assets
• To Review the systems and policies set up for the running of the office and individual projects/ programs and help to implement any necessary changes identified
• To put in place practices and systems to help ensure free and regular two – way communication between and its members the government and the NGO community.
• To ensure preparation of suitable reports on timely basis to meet the requirements of funders, government and the membership.
• Co- ordination of agencies working in the field of disability , line ministry, representative of person with disabilities to parliament funders and other agencies/ institutions.
• To ensure that staff activities are aligned to the strategic plans and that the staff clearly understand their individual contribution to the overall strategy.
• Support institutional capacity development of UNAD member organizations.
• Ensure contractual, statutory obligations and agreements of UNAD with other parties fully complied
• Ensure compliance & adherence to UNAD human resource policies, financial and other policies.
• Spearhead the development of a sustainable resource mobilization strategy
• Coordinate fund raising and identify program support to ensure there is sufficient funding and other resources for the implement of UNAD’s strategic plans
• Ensure all donors contractual obligation and other reporting requirements , are negotiated and that the terms of contract are met in a timely fashion
• Ensure responsible expending and accounting for all assets and resources through regular monitoring and periodic reporting (budget monitoring).
• Foster and maintain good working relationships with existing and potential stakeholders at local, national, regional, international level and other partners
Relationships:
• Reports directly to the Board of Directors, Manages the Heads of Departments directly and all other staff indirectly through these departmental Heads.

• Financial management skills
• Analysis and problem solving and solving skills
• Fluency in Uganda sign language and international signs a must

Qualifications & experience.
• Minimum of master’s degree in Human Rights, Social sciences, Development studies, Disability studies or related training is desirable with at least 5 years of working with the Deaf community/ Disability movement.
