JOB DETAILS:
Our Client, The Uganda Biodiversity Fund (UBF) is a national independent conservation trust fund incorporated in Uganda under the terms of the Trustees Incorporation Act. UBF is governed by a board of trustees, supported by a management team headed by an Executive Director. UBF aims to be the leading grant making institution in Uganda that awards grants to support national and community-based institutions and individuals involved in protecting and conserving Uganda’s rich biodiversity. It works through partners to implement projects that are involved in the implementation of initiatives to conserve biodiversity underpinned by her mission to mobilize financial resources for Biodiversity Conservation in Uganda.

Position Description
Job Location: Kampala-Uganda (both Ugandan and Foreign Nationals are eligible to apply)

Job Purpose
• The Executive Director will be accountable for resource mobilisation and prudent grant management in addition to providing overall leadership to a Team of Senior Technical Experts towards achievement of UBF’s Vision of protecting and conserving Uganda’s rich biodiversity.
• Provide inspirational, strategic leadership and guidance to harness Uganda Biodiversity Trust Fund’s human, financial, partnerships and other resources in delivering the Organization’s mandate in line with its values and established policies.

Key Result Areas
Roles and Responsibilities

Strategy Development & Implementation
• Provide leadership in shaping Organisational strategic direction, identifying and diffusing bottlenecks in the delivery of the Organization’s mandate.
• Lead the development and implementation of UBTF’s strategy 2017-2022 and UBTF specific annual operating plans, policies, Budget and frameworks
• Implement and further develop UBTF’s Vision, Mission and Philosophy and principles in line with agreed corporate strategies and organizational policies and UBTF Trustee deed
• Lead and direct the activities of UBTF in accordance with sound management practices, UBTF development policies and accountability
• Ensure UBTF has a well-balanced and well-documented and efficient program that is responsive to the social and economic context.
• Ensure well functional risk identification and mitigation capacity and systems to attain the inspirations of the UBTF strategy Provide conceptual and clarity thought
• leadership in the 2017-2022 strategy paper mid-term review and end of strategy review process
Fundraising/Business Development
• Guide the fundraising function of UBTF to ensure adequate resources are mobilized to sustain its operations
• Develop and implement the fundraising strategy for UBTF
• Conduct research and identify potential donors
• Establish and maintain a strong relationship with donors.
• Lead fundraising mechanisms and grant proposal development and submission.
• Negotiate the terms of grant agreements with donors
• Ensure that information and submission of reports to donors/funders is flawless
• Ensure that donor servicing and compliance is effectively done
Donor, Government & Media Relationships
• Ensure UBTF develops, nurtures and maintains constructive relationship with media, donors and other critical players
• Represent UBTF at donor convened meetings and functions
• Engage appropriately in media interviews and shows projecting the mission of UBTF at the pivot of all engagements
• Ensure that relationships and formal agreements with government are maintained and updated
Organisational & Corporate Governance
• Lead the development and maintenance of a good Organisational corporate identity
• Plan, develop and project UBTF’s corporate image in line with vision, mission, value and philosophy as an actor in the biodiversity conservation and natural resources management.
• Ensure that UBTF’s values and philosophy are adopted by staff, partners and the key stakeholders.
• Ensure a pro-active communication strategy is followed with a sound relationship with media and stakeholders to manage the external impact of UBTF’s initiatives.
• Actively contribute to UBTF’s development as an organization
• Participate in conservation groups and international platforms and encourage a corporate perspective among staff.
Board Governance
• Ensure effective support to the Board of Trustees
• Regularly communicate with the Board Chair to update Board on strategic issues.
• Revise and provide input and recommendations into Board reports and documents, verify accuracy of information in the documentation.
• Participate in Board and Committee meetings and contribute to Organisational effectiveness and corporate accountability.
External Engagement
• Lead in building strategic alliances and represent the Organization in critical forums and public spaces to advance the UBTF’s mission.
• Establish, develop and maintain excellent working relationships with government, donors, partners, local and international NGOs, local and international business that impact biodiversity, foundations and wealthy individuals who are potential donors
• Provide advisory to the wider conservational and natural resource management fraternity as required
• Encourage research with a view to improving the quality of UBTF Programmes and Policy development.
• Participate in meetings and workshops of other Organizations and partners as required
• Prepare meeting papers and presentations for the Board and other strategic meetings
Financial Management & Control
• Ensure that financial and other organizational resources are harnessed and deployed in a manner that best advances the values, mission and vision of UBTF
• Ensure the establishment of a sound financial management system for the effective and efficient utilization of Organisational resources
• Review and approve final work plans ensuring efficiency, cost control and compliance to policies and procedures.
• Supervise preparation and maintenance of financial records and accounts of UBTF
• Chair Resource Allocation Committee and ensure efficient use of UBTF resources.
• Provide financial reports and progress reports to Board of Trustees and statutory bodies.
• Ensure effective communication of financial performance to the stakeholders.
Investment & Grants Management
• Guide the Investment function of UBTF to ensure optimum returns
• Supervise the investment manager/consultant in reference to the UBTF investment portfolio to ensure optimum returns
• Review and monitor investment reports and bring to Finance Committee of the Board’s attention any significant developments relating to UBTF investments portfolio.
• Oversee grants administration in line with the UBFT policy requirements
• Approve transfer of funds to beneficiaries
• Ensure that beneficiaries submit financial and technical reports in compliance with the MOUs between UBTF and Beneficiaries
Staffing & Leadership Development
• Develop and continue to nurture a Management Team working collectively to steer the Organization to achieve strategic goals
• Prepare and implement staffing plans based on Board approved budgets and authorization
• Provide leadership to management and ensure participative decision making
• Plan and facilitate platforms and events that encourage shared leadership and team building such as retreat and solidarity events.
• Create an enabling environment for innovation and performance excellence for staff
• Set and ensure performance targets for Managers and other relevant staff are achieved.

Person Specification
Education & Training
• A Master’s Degree from a recognized institution.
• Qualifications in biodiversity conservation or environmental sustainability is an added advantage.

Experience
• 10 years of proven track record in leading and managing institutions and fundraising programmes as well as either part of conservation movements or active member of civil society.
• Demonstrated skill, experience and success in marketing and fundraising with an emphasis on raising funds from multilateral and bilateral aid agencies, foundations and corporations.
• Demonstrated organizational and management experience in administering staff, developing and implementing a detailed budget and other resources.
• In depth understanding of Programmes development and delivery, influencing policy at national and international level with and through partners or directly.
• Experience of managing complex change processes and relationships with donors, senior management team, government and non-government actors.
• Sound and up to date knowledge of biodiversity and natural resources management concepts, methodologies and techniques
