Function:
To head and be the accounting officer of USTP secretariat, The ED is in-charge of overseeing USTP’s strategic vision, and leading business to grow achieve the partnership goal and objectives.
The ED will work closely with the Board in preparation and the implementation of the strategic direction, work plans and the budgets, prepare and present to the Board reports on activities of the Secretariat, mobilize resources for the running and growth of USTP, spearhead the recruitment drive for membership, increase visibility and promote the USTP brand as a leading organization in the fight against TB. Coordinate and grow the TB constituency.
S/he shall be responsible for running the day-to-day operations of the secretariat and keep safe custody of property, be the secretary to the Board, be responsible for actual preparation of meetings of the Board, Working Groups and Partnership Forum including sending invitations and venue preparations and follow up decisions made, shall update profiles of Partners and validate these through site visits, mobilize resources.
Specific Tasks:
• Manage the performance of USTP staff through the setting of performance objectives and targets, capacity and career development programmes, and period performance reviews.
• Direct, guide and coordinate the preparation of annual and other periodic and special reports on the implementation of USTP programmes and related matters, and submit them to the Board, the Committee, and other stakeholders as required.
• Ensure Representation of USTP in strategic partnership meetings and fora and at key national, regional and international events.
• Oversee and monitor the implementation of USPTP budgets against program plans.
• Oversee the establishing and maintenance of effective communication with USTP members, and partners.
Job requirements:
• Master’s degree in Public Health field in (MPH, MSc HSM, MSc International Health, Msc. Epidemiology or Msc. Health Services Research)
• A primary degree in Health or Social Sciences or Development Studies.
• Postgraduate training in project planning and management and leadership are an added advantage.
• More than 10 years’ experience in health management and programming.
Additional requirements include:
• Experience in TB programing
• Knowledge of experience in project/implementation and management
• Knowledge of the Uganda health policy and TB strategies and stakeholders at Ministry of Health and district local governments
• Candidate should demonstrate good understanding, analysis and use of health data.
• Self-driven individual
• Good team building skills
• Able to communicate effectively
• Able to write and present issues with clarity
• Coach staff
• Relate with government, CSO and donor partners
• Good time management
Personal competencies and qualities
• Demonstrated ability for effective communication, negotiation, conflict resolution and relationship building.
• Demonstrated ability for creativity, problem solving, emotional intelligence, motivation and decision making.
• Strong advocacy technical skills are essential supported by real experience as necessary
• Ability to mentor, develop and motivate staff and partners
• Result oriented and ability to meet tight deadlines while demonstrating organization in work processes.
• Demonstrated ability to fundraise, engage donors, lead grant writing and grow an organizational portfolio.
