EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF MARINE WARRANTY SURVEY SERVICES REFERENCE: PR 10267600
TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture Partner(s), invites experienced and reputable contractors to express their interest in providing THIRD PARTY MARINE WARRANTY SURVEY SERVICES (MWS) for future all production in respect of the Tilenga Project, Lake Albert Basin, Republic of Uganda.

General Field Development Description:
The Tilenga oil and associated gas development is located in the Northern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block (Tilenga Project)

Scope of Work Description
In general terms, the MWS shall review and approve all construction procedures related to any marine operations. The MWS shall inspect all related CONSTRUCTION EQUIPMENT and WORK in order to issue the appropriate certificates of compliance with the relevant regulations for the scope of LAKE WATER ABSTRACTION (LWA)
In carrying out the SERVICES, MWS shall perform the following roles, and duties:
Propose a MARINE WARRANTY SURVEY PLAN (MWSP) to be agreed by COMPANY which indicates, as a minimum, each activity, milestones, attendances and issuance of Certificates of Approval (COA) for the PROJECT
Be a component of COMPANY's Project Quality Assurance and Surveillance Management systems, as an independent third party
Attend all relevant project management meetings and provide input to marine operations hazard identification and operational activity/contingency planning
Review installation engineering, plans & procedures and attend activities as agreed in the MWISP
Observe and record the preparations for the proposed operations.
Attend and witness critical function tests or relevant assurance tests.

Report activity and communicate clear recommendations to COMPANY as required for the LWA load-out, transportation and installation activities. Recommendations issued for the COMPANY's implementation should be worded in a clear and explicit manner, in order their implementation should be capable of being objectively verified.
• Optionally provide assistance to COMPANY for claims assessment.
• Optionally provide Engineering and Marine Advisory Services to COMPANY, according to its requirements, without any conflict to the above MWS roles
• The selected contractor will be able to demonstrate the following abilities:
• Their area of expertise lies to the review and approval of transport and installation procedures in order to transfer the insurance coverage from the operator to the supplier
• Hold a certificate in Marine Warranty Surveying
• Has to be part of the Society of Offshore Marine Warranty Surveyor (SOMWS) or equivalent
• Ideally Experience in Inland Waterways marine survey.
• Ideally Experience on African Offshore Projects

In addition to the above-mentioned technical capacity, the minimum requirements to participate in the Request For Information Process are:
• Health Safety and Environment (HSE) Management system, Quality Policy and related procedures in compliance with local and international standards.
• Compliance to National and international laws and regulations.
• Demonstrated commitment to statutory National Content requirements for oil and gas operations as detailed in 2016 Upstream Petroleum Regulations.

Current registration to or application to be registered to the National Supplier Database
In line with COMPANY's objective to maximize National Content, upon fulfilling other requirements for the scope of work preference shall be given to Ugandan company or as a minimum a company that has entered into a joint venture with a Ugandan company.
