Job Description
Overview
Uganda has a high burden of Neglected Tropical Diseases (NTDs) that affect mainly the rural poor resulting in reduced socio-economic productivity and hence undermines the development of these populations. The MoH – NTDCP, with support from USAID’s Act | East Program, conducted a Sustainability Planning Consultation in September and October 2019. This generated an understanding, and the current Sustainability Plan (2020-2025) was developed and adopted. It identifies priority gaps, the root causes, and solutions for the gaps. It outlines short-, medium- and long-term actions.
The supply chain for NTD medicines and supplies was one of the major challenges identified. This significantly affects Functional area 1 (Operations capacity) and Functional area 2 (service delivery). Medicines, Vaccines, and technology is one of the health systems strengthening pillar. The structure of the health supply chain system plays an essential role in optimizing the various aspects across the different levels of the health system. The key aspects that enable access to essential medicines and commodities across the health system include (a) availability, (b) affordability, (c) accessibility (geographical), (d) acceptability (rational selection and use) and (e) accountability.
Although NTD activities have been implemented for a long time in Uganda, NTD medicines and health supplies are heavily donor dependent and supply chain management activities donor driven and parallel to the national supply chain system. It is only recently (FY 23/24) that the Department of Pharmaceuticals and Natural Medicines (DPNM) of the Ministry of Health was involved in forecasting and quantification of NTD medicines and health supplies. The risks of not streamlining the Supply Chain Management include stock-outs, wastage, loss or poor accountability of medicines and supplies, and potentially delayed or missed treatments. Therefore, irrespective of supply sources, the application of good supply chain management practices is required and Integration of the NTD supply chain into national health supply chain should be an explicit goal.
DPNM will work closely with the NTDCP to amend the national SCM guidelines to accommodate the NTD medicines and supplies to promote a safe, efficient, responsive, and uninterrupted supply chain for NTD commodities in line with the National Pharmaceutical Services Strategic Plan (NPSSP) and the 10-year supply chain roadmap. This is part of the implementation of Pillar 2 of the Uganda NTD Master plan 2023-2027.
Act | East will work closely with the NTDCP, NMS, NDA, WHO, and DPNM to integrate all donor supplied NTD commodities and supply chain activities into the existing national supply chain structures. This will strengthen the NTD commodity supply chain as the country is moving away from the existing parallel structure and promoting the integration of these commodities into the MoH routine supply chain.

Objective
The objective of the consultancy services is to support the amendment of the SCM guidelines so that the NTD donated medicines and supplies are integrated into the national supply chain structures.

RTI/Act to End NTDs|East would like to hire the services of a consultant to guide the process of amending the supply chain management guidelines to handle NTD Donated medicines and supplies.

Qualifications
• A Bachelors degree in Pharmacy and or a medical related degree but with a background academic training in Pharmacy. Should posses a masters degree in public health,supply chain management,education management and administration,Pharmaceuticals and supplies management. a PhD is an added advantage.
• Knowledge on NTDs or experience gained from having worked with an NTD program
• Should have experience in health systems Supply chain Management.
• Demonstrated capacity in collaborating with Department of Pharmacy-MOH, NTDCP and partners.
• Should have proven writing and editing skills.
• Experience in facilitating large workshops and holding individual interviews to get key information.
