Background
Enabel in Uganda is seeking to recruit a Field Officer to be based at National Teachers’ College - Kabale. The Field Officer will be recruited to assist the TTE Project in planning, implementing and monitoring project activities related to institutional development, infrastructure and pedagogy in National Teachers’ College, Kabale. Additionally, the organization seeks to establish a recruitment reserve for the same position to be incorporated in its operational teams for future purposes.
The Field Officer will report to the Sector Expert – Institutional Development.

Tasks and Responsibilities
• You implement the project activities in a participatory approach with the National Teachers College Kabale in order to strengthen the quality of these field interventions and their consistent integration with other actions carried out to address the needs of the NTC.
• You implement and monitor the institutional development project activities in a participatory approach with the NTC, within the set execution deadline.
• You facilitate communication and close collaboration between various actors at the NTC.
• You ensure activity control and reporting in order to ensure quality.
• You contribute to the preparation of technical documents for the implementation of the institutional development activities. (Terms of reference, budget, technical specifications...)
• You produce factual data (evidence) about innovations and achievements and present them (posters, presentations at conferences, articles ...) at the appropriate level.

Required Qualifications and Experience
• Bachelor’s degree in Public Administration, Social Sciences, Social Work and Social Administration, Management of Education institutions, Organizational Development, Education or its equivalent.
• Post Graduate Diploma in Project Management will be an added advantage.
• At least 5 years of relevant experience in implementing similar activities.
• Proven experience in institutional development in public institutions and teacher training institutions.
• Proven experience with education sector, preferably in teacher education or adult teaching.
• At least 3 years proven experience in project management (preparation, implementation and follow-up of project activities.

Required Knowledge and Skills
• Broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.).
• Experience in capacity development and knowledgeable about change theories.
• Good communication and facilitation skills (interest in participatory approaches and team work).
• Excellent knowledge of MS Office (excel, outlook, word, PowerPoint, Publisher) and internet.
• Excellent verbal and written skills in English.
• Experience in digitalization of management practices, especially in the field of finance, human resource and academic management.
• Experience in working in and with NGO’s or in bi- or multilateral aid.
• Knowledge and experience in results-based management framework and project management cycles.
• Experience in working with development partners including Ministry Officials.
• Respectful and able to build relations based on credibility and expertise.
• Able to work in a changing environment.
• Experience in cross cutting issues (gender, disability...).
• Patience, integrity, agility, flexibility, cooperation and collaboration skills.
• Willingness to work overtime and ability to bear stress.

• A salary package that comprises the monthly gross salary between UGX 4,300,000 and UGX 4,800,000 which is commensurate with experience and in accordance with our salary scales, medical insurance and a 13th Month package paid in December.
