Job Summary As the Finance & Grants Officer at UKPC, you will hold a pivotal role in the financial management and oversight of our projects and programs. Key Responsibilities 1. Budget Management • Oversee the management of project/program budgets in strict accordance with donor regulations and project guidelines. • Ensure all financial practices align with stipulated requirements to maintain fiscal discipline and transparency. 2. Financial Analysis • Conduct detailed budget versus actual analyses to monitor and report on fiscal health. • Provide timely and accurate financial reports to project/program management, enabling informed decision-making and resource allocation. 3. Compliance and Reporting • Ensure rigorous compliance with all donor financial reporting requirements, including VAT and other tax obligations. • Maintain a proactive stance in meeting all financial compliance standards to uphold the organisation’s integrity and accountability. 4. Transaction Management • Manage all financial transactions, ensuring meticulous recording and maintaining of accurate financial records. • This includes the proper documentation and tracking of all expenditures and revenues associated with the project. 5. Funds Disbursement and Reconciliation • Oversee the disbursement of project/program funds and conduct thorough reconciliations to prevent and address any discrepancies or irregularities. 6. Support for Sub-recipients and Grantees • Provide essential support to sub-recipients and grantees, guiding them in proper financial management and reporting practices. • Ensure they meet the same high standards of compliance as UKPC. 7. Risk Assessment and Mitigation • Conduct financial risk assessments regularly and develop robust mitigation strategies to protect UKPC against financial pitfalls and ensure the sustainability of project funding. 8. Donor Liaison and Audit Participation • Act as the primary financial liaison with donors, engaging in continuous communication and cooperation. • Participate actively in financial audits and reviews, demonstrating the organisation’s commitment to transparency and compliance. 9. Staff Training and Guidance • Offer regular guidance and training to project/program staff on various aspects of financial management and compliance. • Equip them with the necessary skills and knowledge to enhance their proficiency in managing project finances according to best practices. 10. Support to Finance Manager • Assist the Deputy Director General (Finance, Operations and Human Resource) with other related financial tasks and responsibilities as required, ensuring a cohesive and effective finance department. Qualifications • A Bachelor’s degree in Finance, Accounting, or a related field, with a preference for candidates who have attained a Master’s degree. • Must possess a recognised professional qualification such as ACCA (Association of Chartered Certified Accountants) or CPA (Certified Public Accountant). • A minimum of 5 years of experience in financial management, with a strong preference for those who have worked on USAID-funded projects or other international development programs. • Extensive knowledge of USAID regulations, policies, and procedures related to financial management. • Proficiency in budgeting, financial analysis, and reporting. • Possesses strong analytical skills and meticulous attention to detail, ensuring the accuracy and reliability of financial data and reporting. • Excellent communication and interpersonal skills are required. • Ability to work effectively in a multicultural environment and manage responsibilities under tight deadlines. • Experience in grants management and sub-recipient monitoring is highly valued.
