Job Summary
The Finance Manager is a fulltime position based in Mbarara City with frequent travels to the construction project sites. The position holder will be responsible for monitoring Cream General and technical services Ltd financial accounts and systems for the accounting system and bank accounts, budget tracking and expenditure projections, expense monitoring and financial reporting for the projects. The position holder will develop comprehensive financial disbursement systems based on established mobile money and other electronic payment platforms to limit cash transactions and reduce the risk of fraud. They will report to the Managing director and supervise the finance team.

Job description for the Finance Manager
• In collaboration with the managing Director, establish and maintain a financial system fulfilling the Cream GTS Ltd rules and regulations and in line with standard and financial policies and procedures.
• Develop a comprehensive, financial disbursement system based on established mobile money and other electronic payment platforms to limit cash transactions and reduce the risk of fraud.
• Establish strong internal controls to mitigate against the risk of financial fraud.
• Supervise the day today work of the assistant accounts officer and other accounts personnel
• Support the non-finance staff through in house trainings
• Manage the monthly accounting cycle and bank account monitoring and reconciliation
• Review and track project construction budgets on a monthly basis and prepare a report to the managing director.
• Review and monitor field works operations budget with the management team, this may include reviewing activity cost projections.
• Review and certify the monthly payroll, invoices and payment requests.
• Prepare expenditure projections and place timely cash flow requests from the Managing Director.
• Review and certify the monthly field works accounts documentation and reconciliation made by the project manager.
• Participate in preparation of work plans and work closely with the technical(works) team to prepare and monitor costed work plans.
• Ensure that all taxes deducted from staff, subcontractors, suppliers and vendors are paid to relevant authorities and on time.
• Develop and maintain electronic payment systems that are efficient to support project activities.
• Prepare monthly VAT reports and documentation for submission to URA
• Carry out any other tasks as assigned by the Managing Director

Qualifications and Experience
• Bachelor degree of Business Administration/Accounting and finance or related field.
• CPA or professional training in ACCA is a MUST.
• At least 3 years’ experience in Finance and accounting section in a reputable organization.
• Experience working with mobile money transfer system is required.
• Demonstrated experience in supervision of support staff
• Strong organizational skills
• Experience with QuickBooks accounting system is desired.
• Demonstrated experience in supervising, mentoring and staff training.
• Fluency in English, written and oral communication skills
• Extensive knowledge of Microsoft excel, word, power point and access.
