JOB DETAILS:
Background
The Governance and Peace programme of the UNDP Country Programme 2021-2025 under which the position of Governance and Peace Officer falls, is designed to contribute to the National Development Plan (NDP)III priority programmes namely: Governance and Security Programme; Legislature, Oversight and Representation Programme, Administration of Justice Programme and Community mobilization and mindset change Programme. The portfolio also contributes to i) Sustainable Development Goal (SDG) 16 on Peace, Justice and Accountable Institutions; SDG 5 on Gender and Women Empowerment; ii) UNDP’s Renewed Strategic Offer for Africa that is aimed at enabling the SDGs, Africa Agenda 2063 and UNDP Strategic Plan 2022-2025, especially the signature solutions of governance, resilience and gender equality; the strategic direction of structural transformation and leaving no one behind; and the enablers of digitization and innovation.
Building on the lessons and successes of past UNDP governance programming interventions, the Governance and Peace Strengthening programme will be centered around three broad thematic areas: i) Access to and Administration of Justice; ii) Strengthened Accountability in Public Service Delivery; and iii) Promoting Peace, Social Cohesion and Resilience. Each of the thematic areas will comprise specific activities to be implemented via select Government Ministries Departments and Agencies (MDAs), Parliament, the Judiciary and in partnership with non-state actors including Civil Society Organizations, Private Sector, Faith Based Organizations (FBOs), Cultural Institutions, Academia and Media. As the Country Office implements the Governance and Peace Strengthening Programme, an intern is required as part of UNDP’s mandate to contribute to capacity building and knowledge management.

III. INTERNSHIP OFFICE BACKGROUND:
The UNDP Executive Board approved UNDP Uganda’s Country Programme Document (CPD) for 2021-2025 in September 2020. The Country Programme cycle has prioritized the Governance and Peace Strengthening Programme, to enable our integrated core programmes on nature, climate, energy and resilience (NCER); inclusive and sustainable growth (ISG), Digitalization, Innovation and Smart Cities (DISC) Programme as well as the Country Office’s flagship programme on Youth for Development. The effective implementation of the Governance and Peace Strengthening Programme is therefore a key success for the Country Office in 2022 and for the medium to long term.

Duties and Responsibilities
Programme development
• Provide research support in the thematic priority areas of Governance and Peace Building with emphasis on e-justice and legal aid alternative dispute resolution.
• Contribute to the drafting of concept papers.
• Contribution to continuous monitoring and assessment of the programme impact with special attention to potential perverse effects to political, social and economic governance including human rights, access to justice and rule of law.
• Preparation of regular updates on programme component activities, outputs and outcomes as input to aggregate programme development and implementation.
• Undertake mapping and prepare partner database for the programme thematic areas.
Contribute to the nurturing of Strategic partnerships
• Provide technical and operational information for informing UNDP CO ‘s participation in inter-agency and other technical working groups.
• Support to identification, mobilization and engagement of key stakeholders at the national and local levels to foster programme ownership and partnerships.
• Reporting the extent of stakeholders’ ownership of development strategies promoted by UNDP.
• Provide technical support and input to partner support in the programme thematic area.
• Contribute to the identification and maintenance of contacts and effective relations with partners; and
• Participate in designated thematic and technical working groups.
Programme monitoring and evaluation
• Contribution to continuous monitoring and assessment of the programme’s impact, to inform strategy readjustments.
• Support results-based management of the portfolio (annual and quarterly workplans, monitoring and evaluation, recruitment and procurement plans, and donor reporting).
• Contribute to the development of a comprehensive M&E framework to measure the performance of the programme.
• Contribute to the formulation of qualitative and quantitative substantive reports.
• Contribute to quality assurance of the programme.
Contribute to evidence-based generation, knowledge building, quality periodic reports and advocacy
• Providing quality support to analytical works, for evidence-based decision-making in the pursuance of good governance.
• Provide research support for informing issue papers and short policy briefs.
• Prepare articles and stories to communicate best practices, lessons learnt, and programme experiences.
• Contribute to knowledge networks and relevant communities of practice.
• Facilitate collection, recording and dissemination of international best practices as well as lessons learnt for informing improvements in the programme.

Required Skills and Experience
Education:

Candidates must meet one of the following educational requirements:
• Be enrolled in a tertiary institution programme (university degree or equivalent, or higher from a recognized institution) in Law, Governance areas, Peacebuilding, Social Sciences, development studies or related field.
• Be enrolled in the final academic year of a tertiary institution level in any of the fields listed above; and
• Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.

Experience:
• Candidates must be able to adapt to an international, multicultural, multilingual environment, have good communication skills and can work in a team;
• Previous experience from volunteering or extra-curricular activities linked to the Vision and Mission of the UN would be considered an asset.
