Government Relations Manager -Corporate Affairs
Location: Kampala, Lake Albert production installation base or other cities in Uganda if required.
Primary function:
• Responsible for Government relations management and formulates Management System of Government Relations and Activities Plan, support related departments to transact documents with government.

Responsibilities:
• Responsible for government relations management of both internal and external affairs, making activity plans of government relations, set up Government Relations Crisis Management Procedures and its execution after approval.
• Communicate with headquarters of CNOOC frequently regarding the policy, procedure, process.
• Maintain mutual and good relations with government, semi- official organizations, and administrative organizations, top management personnel from superior department in charge, collecting policies information and external opinions on the corporate.
• Establish communication with mentioned departments.
• Establish and maintain good relations with government, print media, electronic media, network media and television media.
• Establish and maintain government relations database: select, update related partnership and its management network.
• Lead and coordinate visits of Government Officials to Company operation area
• Select and update related law, legislations and policies.
• Share with Company staff related law, legislations and policies in consultation with the CUL Legal Department
• Support the coordination of engagements with district local governments in close collaboration with the community relations team, and Support the team in liaising with Government Agencies that are executing oil support/related projects in our development areas as may be necessary.
• Provide support other departments with their transaction of documents, such as registration, investment and construction permissions.
• Make appointments with key Gou officials whenever CUL wants to meet them
• Follow up communications and appointments with Gou relevant Ministries and Local Governments.
• Map interests of Government agencies on an ongoing basis
• Lead in the compilation of quarterly briefs to relevant Gou agencies in regard to executed activities
• Lead in the compilation of quarterly briefs for CUL SMT about emerging issues that need attention resulting from interaction with various government arms.
• Establish relationships with Government agencies which are relevant to CUL work outside the key agencies the company works with on an ongoing basis
• In charge of programming, execution of public relations, publications affairs and group activities.
• Other assignments from Superiors.

Requirements:
• Bachelor's Degree or above in Public Relations, Sociology, International Relations, Administration, Human Recourse Management or related
• At least 10 years of related working experience including 5-years’ experience in Oil & Gas industry.

Knowledge
• Familiar with international relations of politics and economics.
• Familiar with CNOOC's media relation policy and system
• Familiar with condition of national and local governments.
• Familiar with publication channels of all kinds of media.
• Familiar with sustainable development of environment and society.
• Knowledge of the local labor policies and laws.
• Understanding of oil E&P.
