This role will provide overall grant acquisition and management support including, coordination and submission of proposals and reports and managing key project cycle milestones to deliver impact, efficiency, and effectiveness by ensuring programmatic donor compliance and building the capacity of both internal and external (sub-grant) stakeholders.

Project Management, Design and Proposal Writing:
• Manage the UNHCR Partnership with particular emphasis on building a collaborative approach to relationship and PPA design and management.
• Provide oversight and leadership to Project Coordinators (ECHO, PRM/Emergency and WFP Coordinators)
• Work closely with the Director of Program and the Senior Leadership Team and others to manage the process of developing concept notes and proposals, including budgets and any required supporting documentation, while ensuring donor guidelines are understood and followed.
• Develop timelines and clearly communicate with stakeholders, including subgrantees, to guide proposal development process.
• In the case of subgrants or partnerships, lead the process of working with partners and subgrantees to develop subgrant or partnership agreements and all associated supporting documents; ensure ongoing consortium/partnership meetings occur.
• Work with the MEAL Coordinator, MEAL Officers, and other program staff, to support the gathering of required baseline data through participatory needs assessments, ongoing programming, and secondary data sources.
• Coordinate with the HQ Field Program Team to facilitate approval and sign-off of proposal documents for submission, award documents, and subgrants or partnership agreements.
• Facilitate project design meetings and proposal launch meetings to ensure project and proposal development follows approved processes and engages relevant departments for strategic input.
• After successful receipt of an award, facilitate an in-country project launch meeting with all relevant stakeholders, including any subgrantees, to review project goals, roles and responsibilities and donor compliance, including reporting timelines and expectations, and procurement and visibility guidelines.
Reporting:
• In collaboration with HQ, oversee and maintain the program Grant Management Information System to ensure the timely and quality submission of internal and external proposals and reports, setting and communicating deadlines for draft submissions.
• Work closely with the Director of Programs, Senior Leadership Team and other internal stakeholders to coordinate all project-related reporting, and act as the point of contact for project-related information to and from the donor (via HQ where applicable), coordinating responses to requests and disseminating information to country staff.
• Edit and undertake final proofreading of all documentation prior to submission to ensure quality control, focusing on clarity, consistency, and application of Project Cycle Management best practice.
Supporting Donor and MTI Compliance:
• Support the Risk & Compliance and Finance teams to ensure that the Country Director and program team are aware of and able to comply with the contractual obligations.
• Support training and ongoing engagement with relevant stakeholders to ensure compliance with contractual agreements and donor rules and regulations.
• Support the Communications Officer to ensure adherence to donor visibility and branding commitments.
• In collaboration with the Country Director, senior program staff and HQ Field Program team, monitor the implementation of the project closure guidelines at the end of every project, including facilitating learning reviews.
Information and Document Management:
• With the MEAL Coordinator, MEAL Officers, and Program staff, ensure availability, accuracy, and appropriate use of programming information to be used in reports, information briefs, bulletins, and case studies.
• With the MEAL Coordinator, collaborate with HQ technical advisors in the development, implementation, and ongoing management of a digital health data collection platform.
• With the MEAL Coordinator and HQ technical advisors, establish and/or maintain databases of programmatic, financial, and donor indicator data, and curate data visualization tools (i.e., Power BI) to share information with internal and external stakeholders.
• Maintain a standard filing system to ensure core donor and project related documentation is held and accessible, using effective paper and electronic filing systems.
Donor Scoping:
• Keep the Country Director and HQ Field Program team informed on key donor strategies and priorities, and aware of specific calls for proposals.
• Scope out new donor opportunities in country or the region.
• In collaboration with HQ Field Program, maintain the Grants Management Information System with key donor information.
Learning Reviews:
• With the MEAL Coordinator, actively draw out lessons to be shared within the country team, and with other relevant stakeholders internally and externally within the response.
• Support and facilitate end of project learning reviews and, where applicable, external evaluations, to ensure learning is captured, understood, and disseminated within the program and corporately for possible inclusion into emerging best practice.

• Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
EDUCATION, LICENSES, & CERTIFICATIONS
• Degree in humanitarian affairs, international relations, or another relevant course essential.
• Masters degree, or equivalent relevant work experience highly desirable.
EXPERIENCE
• Minimum of eight years experience with international NGOs or donors (in particular UN agencies) in grant acquisition and management.
• Work experience in Uganda preferred.
KNOWLEDGE, SKILLS & ABILITIES
• Dedication to the mission of Medical Teams International.
• Commitment to organizational strengthening and programmatic growth in accordance with humanitarian needs.
• Proven ability to produce winning proposals for institutional donors, including U.S. BPRM, UNHCR, ECHO, USAID, etc.
• Experience and familiarity with U.S. Government regulations, particularly 2 CFR 200.
• Experience in Project Cycle Management including, Theory of Change and log frame development, and Result Based Management theory and practice.
• Strong organizational and administrative capacity, including proficiency in budget development and management.
• Proven ability to produce high quality donor reports in a timely manner.
• Proven ability to apply complex donor rules to program implementation, training program staff where necessary.
• Excellent and diplomatic communication and representation skills.
• Excellent problem-solving skills and ability to learn new processes and systems.
• Ability to work independently and proactively.
• Verbal and written fluency in English essential.
