PROJECT BACKGROUND:
The USAID Feed the Future Uganda Water and Food Systems (WFS) Activity is a five-year activity (2023-2028) implemented by the Development Alternatives Incorporated (DAI Global ELC) as a lead partner with funding from USAID Feed the Future in partnership with Catholic Relief Services, Stantec, Market Share Associates, and the International Water Management Institute. The Activity aims to inclusively and equitably improve food and water security in the Kyoga Basin in northeastern Uganda, specifically three watersheds - Lokok, Awoja, and Lokere, by empowering individuals and communities to mitigate and adapt to shocks and stressors in order to improve livelihoods, maintain nutrition and health wellbeing, address drivers of conflict, and reduce reliance on humanitarian assistance.
The activity aims therefore to achieve results under the following development objectives: 1. Improve water supply and integrated water resource management.
2. Increase equitable access to sanitation and hygiene services for households and schools.
3. Improved agriculture-based livelihoods.
4. Increased consumption of nutritious foods among women and children.
5. Expanded access to financial resources for women, men, youth, indigenous people, and marginalized groups.
6. Improve local capacity to manage shocks and stressors.
The Grants and Contracts Manager will provide technical assistance to the WFS Activity team for the Grants Under Contract (GUC) program. He or she will work closely with the Chief of Party (COP) and Director of Finance and Operations (DFO) to provide the strategic direction of the GUC component; as well as lead the pre-award assessments and preparation of grant agreements. He or she will plan, coordinate, and execute the pre-award training with potential sub-grantees on the requirements of proposal preparation, the submission process, and financial management in compliance with USAID rules and regulations.
Job Requirements:
• Bachelor's degree in accounting, Finance, Business Administration or equivalent. An advanced degree, MBA, or equivalent is preferred. 9+ years of relevant experience and progressive responsibility in finance and accounting, relationship management with partners, project operations at the senior level of an organization.
• Experience managing budgets of $10 million or more with a minimum 2 years of experience managing USAID funded projects.
• Experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations.
• Experience supervising staff with demonstrated knowledge of internal controls and audit processes (e.g., procurement, local subcontract agreements, etc.).
• Prior experience working in Uganda and professional proficiency in English are required.
