The company wishes to invite competent consultancy companies to submit their Technical and Financial proposal for End of E-Booster Project Evaluation that ran from April 2024 and is expected to end in March 2025
BACKGROUND OF THE PROJECTFEASTS Consultants International Ltd (FEASTS) has partnered with the Uganda Communications Commission (UCC) to implement the FEASTSFARMS Mobile Application under UCC’s E-booster Project. The E-Booster is a 1-year project that aims at providing Digital solutions to the underserved communities in Uganda. The App is designed to address the pressing challenges faced by agripreneurs especially part-time farmers, who struggle with limited time for farm supervision and access to relevant agricultural extension services. The FEASTSFARMS app bridges this gap by enabling farmers to remotely monitor farm activities, track performance, manage finances, access professionals and advisory services—all in real-time. Key features of the FEASTSFARMS app include:
· Daily data capture on farm inputs, labour, inventory, sales, and finances.
· Real-time reporting and performance monitoring, including visual insights.
· Advisory services and guidance to enhance farm productivity.
· Connection with qualified farm managers for those without in-house expertise.
· Accessibility via smartphones, ensuring convenience for users.
The project is targeting commercial and semi-commercial farmers in Kayunga (Busaana and Bbaale Sub counties), Gomba (Kanoni Town Council and Kabulasoke Sub County), Luweero (Ziroobwe and Bamunanika Sub counties), Wakiso (Kira Municipal Council and Namayumba Sub County), and Kampala Districts.
The E-booster project has 4 key objectives.· Objective 1: Increase adoption of digital farm management tools among part-time agripreneurs
· Objective 2: Improve farm management practices and productivity
· Objective 3: Provide ongoing support and assistance to app users
· Objective 4: Facilitate connection between agripreneurs and qualified personnel
· Objective 5: Facilitate agribusiness Development Support to empower farmers with business skills.

OBJECTIVES FOR THE EVALUATION.The main objective for this evaluation is to determine the impact on beneficiaries, measure the efficiency and give insights on sustainability of the project to facilitate strategic planning for future development and propose recommendations to Feasts Consultants International Ltd and Uganda Communication Commission UCC
The specific objectives of the study include;• Assess Project Impact: Evaluate the extent to which the E-Booster Project has improved farm management practices, productivity, and digital adoption among beneficiaries.
• Measure Project Efficiency: Analyze the use of financial, human, and material resources to determine cost-effectiveness, timeliness, and areas of improvement.
• Evaluate Sustainability: Determine the likelihood of continued use of digital farm management tools and the capacity of beneficiaries to maintain project outcomes beyond the implementation period.
• Identify Lessons Learned: Document successes, challenges, and best practices to inform future digital agricultural initiatives.
• Provide Strategic Recommendations: Develop actionable insights to guide Feasts Consultants International Ltd and the Uganda Communications Commission on scaling, improving, or replicating the project.
SCOPE OF WORK.Time scope: The study is intended to take 20 working days inclusive of report writing and presentation to Feasts by the consultant.
In terms of geographical scope, the study will particularly target the project beneficiaries from the four (4) districts and eight (8) sub-counties of the project implementation area including other key stakeholders.
Deliverables1. Inception report
2. Data collection tools
3. Draft report of the study
4. A PowerPoint summary of the results
5. Soft copy of the final report with clear recommendations including the datasets from the data collection exercise.
Payment Terms · 30% upon contract signing and submission of the inception report within the first five days.
· 30% upon submission of the draft report and achievement of agreed milestones.
· 40% upon submission and approval of the final report.
Consultant Requirements The ideal consultant should have the following qualifications and experience:
· A degree in agriculture, statistics, economics, or a related field. A master’s degree is an added advantage.
· Proven experience in agricultural data collection and analysis, preferably in Uganda or Sub-Saharan Africa.
· Strong understanding of Uganda’s agricultural sector.
· Demonstrated ability to design and implement qualitative and quantitative data collection tools.
· Strong stakeholder engagement and communication skills.
· Ability to work within tight deadlines and deliver high-quality outputs.
· A demonstration of access to farmer groups or networks (e.g., existing relationships with farmer cooperatives or local agricultural officers) is an added advantage.
· The consultant should be fluent in English and Luganda
Proposal Requirements Interested consultants must submit the following:
· A detailed technical proposal, including: 1. Methodology and approach to the assignment.
2. Work plan with clear timelines.
3. Proposed data collection tools.
· A financial proposal with a breakdown of costs.
· Consultant’s profile, including CVs of key team members, highlighting relevant qualifications and experience.
· Evidence of similar previous assignments, including references and samples of work.
Evaluation Criteria Proposals will be evaluated based on: · Understanding of the assignment and proposed methodology (40%).
· Relevant experience and qualifications of the consultant (30%).
· Financial proposal and cost-effectiveness (20%).
· Quality of previous work and references (10%).
Evaluation will take five working days after the proposal submission deadline.
