Position Summary

We seek an Institutional Strengthening Advisor for an anticipated USAID-funded project in Uganda called the Feed the Future (FTF) Institutional and Systems Strengthening Activity (ISSA). The purpose of ISSA is to improve the performance and structures of Government of Uganda (GOU) ministries, departments, and agencies (MDAs) and industry apex organizations that are vital to driving inclusive agriculture-led economic growth. The Activity will support selected MDAs and apex industry organizations to improve their internal processes, so they can be more responsive to the needs of their constituents and clients.
The Institutional Strengthening Advisor will be responsible for serving as the technical lead for activities under Objective 1: Support selected MDAs and industry apex organizations to improve their internal processes, making them more responsive to the needs of their constituents. She/he will work with ISSA team members and Kaizen to ensure all capacity development support is streamlined and learning is captured and used to improve performance and innovative approaches. Reporting directly to the Chief of Party, she/he works closely across technical and operations teams to ensure strong linkages and integration of activities, where beneficial, and promotes value for money.
This position will be based in Kampala. The project is expected to be five years in duration. This position is contingent upon receipt of donor funding.

Primary Responsibilities
• Collaborates with COP and Objective 2 – Market Systems Lead to manage the process for conducting organizational capacity self-assessments which includes: consulting targeted ministries and apex institutions on key strengths, challenges, needs, and priorities. Responsible for establishing Performance Improvement Plans with incremental milestones against which to measure progress.
• Leads the design and delivery of technical assistance (TA) to selected MDAs/ apex organizations in Uganda in various activities related to institutional strengthening and capacity building.
• Manages Institutional Strengthening STTA and provides guidance and support in designing and delivering organizational development (OD) resources and approaches.
• Coordinates with project partners and local implementers providing OD and capacity building support. Ensures efforts are streamlined and sequenced appropriately.
• Builds the capacity of local implementing partners and grantees to provide TA, OD and capacity building support.
• Continuously monitors the results of project activities, evaluates progress against project targets and identifies course-corrections recommended to improve impact.
• Contributes to the ISSA operational research and collaborating, learning and adapting (CLA) activities.
Required Skills and Qualifications
• A Master’s degree in organizational development, human resource management, social studies, international development, public administration, public policy, finance management, economic policy, or related field.
• At least 8 years of experience, with five or more years in organizational capacity strengthening of government ministries and local partners.
• Demonstrated skills and experience implementing organizational assessments and developing detailed Performance Improvement Plans with government institutions and apex organizations.
• Successful experience in non-traditional and participatory approaches to capacity development, such as peer-to-peer learning and building communities of practice.
• Broad expertise in directly designing and delivering OD in the aforementioned areas.
• Exceptional cross-cultural, verbal, and written communication skills so that she/he is able to create a shared vision on project objectives and activities among diverse stakeholders.
• Collaborative team-player that is proactive in identifying challenges, proposing solutions, and is results-driven.
• Ability to work effectively, responsively, and collaboratively with government counterparts such as GOU ministries and anticorruption institutions, CSOs, development partners, private sector partners, and academic/research institutions at national sub-national levels.
• Experience managing staff and consultants (staff/consultants working remotely) and building teams.
• Verbal and written fluency in the English language as well as the ability to work efficiently in language/s native to Uganda preferred.
