Activities

  • Definition of sub-system boundary limits and commissioning packages within sub-systems. Definition of instrument pre-commissioning and commissioning scope within the sub-systems. 
  • Follow up and intervention in contractor’s preparation for pre-commissioning and commissioning scope for both onshore and offshore. Planning and progress reporting. 
  • Approval of contractor’s methods and strategies for commissioning. Approval of contractors’ system commissioning procedures and Operational Test Procedures. 
  • Ensure all pre-commissioning and commissioning execution activities are carried out safely and in accordance with the project HSE plan. 
  • Witness contractor’s performance of pre-commissioning to achieve mechanical Completion on a sub-system basis. Planning and progress reporting. 
  • Expert knowledge of commissioning completion system (ICAPS). Other completion system experience is relevant. 
  • Approval of contractor’s commissioning planning and follow up of progress according to plan. 
  • Approval of contractor’s punch list activities and control of punch list items including sign-off of punch list items. Planning and progress reporting. 
  • Witness contractor’s performance of onshore commissioning to achieve RFSU on system and sub-system basis. Approval of contractor’s pre-commissioning and commissioning dossiers. Planning and progress reporting. 
  • Follow up of contractor’s iFAT, FAT & SAT activities at supplier premises. Planning and progress reporting. 
  • Assistance and contractor follow up during offshore installation, hook-up and commissioning and production start-up. Progress reporting and planning. 
  • Ensure “TotalEnergies Referentiel” is implemented throughout TILENGA Project for all instrument discipline related activities and liaise with metier as required. 
  • Participate in the training and coaching of TEPU production personnel and maintenance contractor  personnel assigned to the Plant. 
  • Close liaison with EACOP for executing & approving relevant systems in Main Control Room. 
  • Ensure all software licenses, keys, passwords are secured & transferred to Field Operation during  handover. 
  • Perform regular cyber security audits to ensure strict vigilance is installed. 
  • Ensure regular preservation is performed & recorded for all equipment’s. 

Context and environment 

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. A Green Field Project, the Tilenga field is to be found in a remote location in UGANDA near lake Albert with particularly sensitive environmental conditions. 

A challenging project: heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. 

Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. 

Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. 

Accountabilities 

  • To provide assistance for the preparation and execution of the Plant pre-commissioning and commissioning for the TILENGA instrumentation and telecoms facilities with regard to: 
  • All telecoms, instrument and control systems and packages and equipment within the Plant. Including interfaces with electrical and mechanical equipment. 
  • Specific focus on ICSS, ESD and F&G systems. 

Qualifications/Experience required 

Qualification: 

  • Appropriate technical qualification or equivalent professional experience. 

Experience: 

  • Minimum 8 years.
