Scope of Assignment

Main Objectives:

The Uganda Country Action Plan (CAP) focuses on supporting the Ministry of Education (MoE) in the implementation of the Teacher Policy (TP). The goal of this assignment is to enhance capacity-building efforts for blended delivery and competency-based pre-service teacher training using digital tools and content.

Specific Objectives:

  1. Take stock of lessons learned in developing and delivering digital teacher training content, with a focus on gender parity.
  2. Map existing Teacher Training (TT) programs and contents.
  3. Define technical options for digitalizing the Teacher Training curriculum (pedagogical approaches and ICT infrastructure).
  4. Develop a long-term vision and roadmap for digitalizing pre-service teacher education from preschool to secondary education.

Methodology & General Approach

Phase 1: Preliminary Research and Preparation

  • Conduct a thorough literature review of existing reports, studies, and case studies related to digital teacher training.
  • Perform a desk review of Ugandan education policy documents, including the sector strategy and teacher policy.
  • Compile data and lessons learned from previous experiences in similar contexts.
  • Develop a detailed plan for field visits and stakeholder engagements.
  • Conduct a scoping meeting with MoES and the Facility to finalize the methodology and timeline.

Phase 2: Field Visits and Stakeholder Engagement

  • Conduct site visits to teacher training institutions to map existing programs and contents.
  • Engage with key stakeholders (MoE officials, teachers, trainers) through interviews, focus groups, and surveys to gather insights.
  • Document the current pedagogical and ICT infrastructure used in teacher training institutions.

Phase 3: Data Analysis and Technical Options Development

  • Analyze findings to identify gaps and opportunities in the current Teacher Training curriculum.
  • Propose technical options for digitalizing the curriculum, covering:
    • Pedagogical approaches
    • ICT infrastructure requirements
  • Draft the initial roadmap for long-term digital transformation.

Phase 4: Workshops and Validation

  • Organize workshops with MoES and key stakeholders to present findings and technical options.
  • Gather feedback to refine proposed solutions and ensure alignment with national policies.

Phase 5: Reporting and Recommendations

  • Compile a comprehensive feasibility study report detailing the findings, technical options, and recommendations.
  • Develop a roadmap for digitalizing pre-service teacher education.
  • Present the final report to stakeholders and provide implementation guidance.

The consultancy shall not exceed 35 working days and includes a mix of remote work and in-country missions (up to 20 days).

Roles and Responsibilities

Ministry of Education and Sport (MoES):

  • Provide relevant documentation and facilitate meetings with stakeholders.
  • Organize workshops and provide workspace.
  • Comment on and approve deliverables.

RTIA Facility:

  • Contract and onboard the consultant.
  • Monitor progress and ensure quality control of deliverables.
  • Facilitate communication between stakeholders.
  • Validate final deliverables and evaluate overall performance.

The Consultant:

  • Ensure all deliverables align with the methodology and work plan agreed upon during the scoping meeting.
  • Notify RTIA immediately of any challenges in implementation.
  • Consult stakeholders throughout the assignment to ensure relevance and ownership.
  • Behave with the highest integrity and commitment to professional standards.

Expert Profile

Academic Qualification:

  • Master’s degree or higher in Educational Technology, Information and Communication Technology (ICT), or a related field.
  • Professional certifications in digital education or teacher training (preferred).

General Work Experience:

  • At least 10 years of professional experience in education, with a focus on teacher training and ICT integration.
  • Proven track record of conducting educational research and consultancies for government or international organizations.

Specific Work Experience:

  • Experience in developing and delivering digital teacher training content.
  • Expertise in mapping and assessing Teacher Training (TT) programs and contents.
  • Demonstrated experience defining technical solutions for digitalizing curricula and distance learning.
  • Experience in formulating long-term strategies and roadmaps for digital education initiatives.

Language Proficiency:

  • Proficiency in English (both written and spoken).
  • Knowledge of French is an added advantage.

Interpersonal & Soft Skills:

  • Strong analytical and problem-solving abilities.
  • Excellent communication and presentation skills.
  • Ability to collaborate with diverse stakeholders, including government officials and educators.
  • High adaptability and flexibility in dynamic environments.

Additional Assets:

  • Previous experience working in Uganda or the East African region.
  • Familiarity with Uganda’s education system and policies.
  • Technological expertise in digital tools and platforms for education.
  • Awareness of gender equality frameworks and policies.
