Background
NAME OF PROJECT: Green Cooling Initiative
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations in the field of international cooperation for sustainable development. In joint cooperation with the National Environment Management Authority (NEMA), the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Green Cooling Initiative (GCI) project to support the transition to climate-friendly cooling and air conditioning solutions.
GIZ Uganda through the Green Cooling Initiative Project invites bids from competent and eligible firms to provide consultancy services to support the review of IEC and ISO standards for refrigeration and air conditioning sector.
Eligibility criteria
The following information and documents will be required during evaluation on pass/fail basis and non-compliant bids will be eliminated
• Registered powers of attorney authorizing signatory/ representative of the firm to sign bids/tenders on behalf of the firm.
• Current and valid Income Tax Clearance Certificate addressed to GIZ
• Valid Trading License
• Bid validity period of 120 working days.
• Experience required
• Experience in engineering, environmental science, and climate change mitigation, and stakeholder capacity building. Working experience in the review of National standards, and stakeholder coordination in the RAC and HSE.
• Key Staff required for the assignment
The Consultancy firm should have a team leader with management/leadership experience as a project team leader or manager in a company. Experience in climate change, energy. and/or environmental management is desirable. In addition, the firm should also have a RAC expert and an Environment, Health, and Safety expert.

Request for clarifications on bidding documents/specification/ terms and condition of the tender.
All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement-giz-ugenda@giz.de at least 5days prior to the bid submission deadline. Please indicate in the subject tender reference number "83445484-Support Safety Standards Review for the RAC sector
Bids/Offers Submission Deadline date and time
Interested bidders should submit their bids/offers electronically by Monday, 28.08.2023 at 4.00 pm (EAT) to UGQuotation@giz.de indicating in the subject the tender reference number "83445484-Support Safety Standards Review for the RAC sector"
• Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
• Late submissions will not be accepted!
• Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
• Only bids submitted to UG_Quotation@giz.de are acceptable.
• You should have offers in PDF and zip folders.
Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.
Only file transfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB should be used or use three separate emails one submitting the eligibility documents, a second one submitting the technical proposal/offer and third email submitting Financial Proposal Offer. If file transfer is used, please provide a password for your submission before the deadline and reference the tender number to which the password applies.
Failure to follow the above instruction may lead your offer to be encrypted and rejected.
GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
